tract to the White Line Laundry of Champaign on the basis of its bid in 1937. Representatives of the Hicks Laundry appeared at the meeting of the Executive Committee on July 15 to request that the contract be reinstated. It was recommended that the Hicks Laundry be given a further trial and opportunity to demonstrate that it could render satisfactory service. Arrangements were made to give the Company a substantial part of the University's laundry work for a trial period. It appears conclusive from the experiences of the past four months that the Hicks Laundry cannot do the laundry work of certain University departments satisfactorily, specifically the Residence Halls (whose work the Company refused to take when the trial arrangement was made in the s u m m e r ) , the McKinley Hospital (the Superintendent of which has submitted abundant evidence of unsatisfactory service), and the Department of Physical Education for Women. T h e Company was advised that the University can no longer supply it with the Hospital work but is willing to let it continue doing the Gymnasium laundry. T h e Company has stated that it is unwilling to accept this proposal (viz., a cancellation of the McKinley Hospital work) and that it will have its truck continue to "make the regular stop." Since the Company has failed to show cause why its contract should be reinstated in full, I recommend that the Board reaffirm its action of June 22 cancelling the entire contract, and that a contract be awarded to the White Line Laundry for the balance of the twoyear period covered by the original contract.

On motion of Mr. Moschel, these recommendations were approved.

COAL PRICES (35) A report from the University Counsel on his attendance at a session of the hearings being conducted by the National Bituminous Coal Commission under the Guffey Act. H e recommends that when the Commission holds hearings for consumers (the hearings now being held are for producers) the University put into the record a statement of the effect upon its budget of increases in bituminous coal prices which the Commission may order.

The University Counsel was requested to look after the interests of the University in this matter.

ORDERS T O FIRST NATIONAL BANK OF CHICAGO FOR CHANGES IN SECURITIES (36) Under the rules of the Board of Trustees orders to the First National Bank of Chicago, for changes in securities as authorized by the Board, are to be signed by the Secretary and the Comptroller. It is desirable to have deputies appointed to act in case of emergency. T h e bank has asked that this be done by resolution of the Board. T h e following resolution is offered: Whereas, under the rules of the Board of Trustees, orders for the purchase and sale of securities representing investments of endowment funds, addressed to the First National Bank of Chicago as safekeeping agent and investment counsel, are signed by the Secretary of the Board and the Comptroller; and Whereas it is desirable that deputies be appointed to act for these officers in emergency and during their absence; Therefore, be it resolved, that H . E. Cunningham, Secretary of the Board of Trustees, is authorized to delegate to Anna L. Neuber and Maude Archdeacon authority to sign his name to orders for the purchase and sale of securities as approved by this Board or by its committees acting under due authority; and that Lloyd Morey, Comptroller, is authorized to delegate to H . A. Hazleton and C. H . P r a t t authority to sign his name to such orders under the same circumstances. O n m o t i o n of M r s .
