T h e allocation of funds follows general policies and priorities developed by these reviews and was recommended by the University Planning Council. 1 Submitted herewith are two budget documents: "Budget Summary for Operations, 1980-81" and the "Personnel Services Supplement" for 1980-81. (A copy of each document is filed with the secretary of the board for record.) I recommend that this budget, covering the allocation of the estimated operating income from all sources for the year beginning July 1, 1980, be approved by the Board of Trustees and that the president of the University be authorized, in accord with the needs of the University and the equitable interests involved, and within total income as it accrues: (a) to accept resignations; (b) to make such additional appointments as are necessary and to approve the issuance of nonreappointments, subject to the provisions of the University of Illinois Statutes and the Policy and Rules — Nonacademic; and (c) to make such adjustments in items included in the budget as are needed, such adjustments to be covered in periodic reports to the Board of Trustees.
