All of these funds are subj'ect to release by the governor. I recommend that the comptroller be authorized to submit requests for release to the Capital Development Board and the governor for the capital projects approved by the governor. 1 SB 1665 also includes an additional $40,000 that has been appropriated to provide for studies that will consider the feasibility of utilizing Illinois coal at the Medical Center power plant.
