T h e nonfederal share of the project costs for FY 1984 will be financed as follows: General Revenue Funds appropriated to the Capital Development Board; University of Illinois Auxiliary Facilities System Repair and Replacement reserves; and "in-kind" engineering services credits for work completed by the University. T h e matching funds for Auxiliary Facilities System projects are currently available in the system repair and rehabilitation reserve. T h e General Revenue matching funds for projects in academic facilities are included in House Bill 2319 which was approved in the Fall Session of the 83rd General Assembly and sent to the Governor for final approval. The bill appropriates $2,187,068 from the General Revenue Fund to the Capital Development Board for energy conservation projects of the University of Illinois. T h e appropriations contained in HB 2319 are subject to release by the governor. I recommend that the comptroller be authorized to submit requests for release to the Capital Development Board and the governor for the projects approved by the governor. Further, on recommendation of the appropriate administrative officers, I recommend that the Board of Trustees accept the Federal grant, contingent upon the approval and release of State matching funds.
