tion staff shall be members of the electorate of the campus at which their principal office is located. Each Chancellor (or the President in the case of Central Administration staff), after consultation with the Professional Advisory Committee, may identify senior administrative officers to be excluded from the electorate. Committee By-Laws and Articles of Procedure covering such matters as nomination and election of members and officers, size of the Committee, and terms of office shall be developed at each campus and, after approval by the Chancellor, made available to the members of the electorate. The Committee shall provide for the orderly voicing of suggestions for the good of the University, afford added recourse for the consideration of grievances, and furnish a channel for direct and concerted communication between the academic professional staff and the administrative officers of the University, its colleges, schools, institutes, divisions, and other administrative units on matters of interest or concern to the academic professional staff or any member of it. The Committee shall report to the Chancellor, the President, and the academic professional staff at least once a year. In performing its functions, the Committee, upon the request of the Chancellor, the President, or any member of the academic professional staff, or upon its own initiative, shall make such investigations and hold such consultations as it may deem to be in the best interest of the University. Any member or retired member of the academic professional staff shall be entitled to a conference with the Committee or with any member of it on any matter properly within the purview of the Committee. Article I I I . CAMPUSES, COLLEGES, AND S I M I L A R C A M P U S UNITS Sec. 2. T H E C O L L E G E b. [The college shall be governed in its internal administration by its faculty. T h e faculty consists of the President, the Chancellor, and the Vice Chancellor for Academic Affairs or equivalent officer of its campus, the dean, the associate deans and assistant deans of the college, and all those in the college with academic rank or title who are tenured or are receiving probationary credit, and such other officers of the University as the Chancellor may assign thereto. The dean of the college, on the advice of the College Executive Committee and in consultation with the Chancellor, may add to the faculty a representative of any other department or group as may be entitled to representation by virtue of participation in the program of instruction in the college. The Executive Committee of the college shall determine the faculty membership and voting rights of the academic staff in the college who are not tenured or receiving probationary credit and who hold the rank of professor, associate professor, assistant professor, or instructor.] As specified in Article II, Section 3, the college shall be governed in its internal administration by its faculty under bylaws established by the faculty. Article I V . D E P A R T M E N T S Sec. 4. CHANGE O F D E P A R T M E N T A L O R G A N I Z A T I O N On the written request of at least one-fourth of the faculty of the department of the rank of assistant professor and above, and in no case fewer than two faculty members, that the form of the organization of the department be changed, the dean shall call a meeting to poll the departmental faculty by secret written ballot. T h e names of those making the request shall be kept confidential by the dean. T h e dean shall transmit the results of the vote to the departmental faculty and to the Chancellor
