BOARD OF TRUSTEES

[April 27

Whereas, the Physical Plant Department not only invades the inherent rights of those who are engaged in construction work and in the marketing of materials, but that it offers to the University no guarantees of any kind as to either ultimate costs or results, and Whereas, the University is educating persons to enter the construction field under the pretence that it is a fair, unlimited, and open field for the engagement of their professional services, and then deliberately invades that field by eliminating them from the customary and usual competition, and Whereas, repeated protests to the University against this iniquitous practice has been without avail, Therefore, he it resolved, by the Illinois Builders League in conference assembled at the Leland Hotel, Springfield, Illinois, this 5th day of April, 1938, that it protest to the University of Illinois against this encouragement of the spread of such a doctrine to other institutions, and it be urged to give consideration to the inherent rights of an industry which has maintained a tremendous invested capital for the service of those who require construction, who are tax payers in the State of Illinois, who have never urged the elimination of fair competition in the engagement of its services, which has held itself ready at all times to adequately and accurately serve the public, the state and its institutions, and Be it further resolved, that the University of Illinois be urged to comply with similar conditions to that set up in the law for the State of Illinois and its other institutions; and Be it further resolved, that a copy of this resolution be sent to His Excellency, Governor Horner, and other parties of interest.

POWER PLANT STUDIES

(21) The Advisory Committee on the Power Plant recommends that consulting engineers be employed to make studies of the Power Plant before any further major expenditures are made on the plant. It is desirable that this study be undertaken and completed as soon as possible. I therefore recommend that the Board authorize the employment of engineers to make such a study and that an appropriation of $5,000, or so much thereof as may be necessary, be made from the General Reserve Fund for this purpose.

On motion of Mr. Karraker, this appropriation was made as recommended, by the following vote: Aye, Mr. Mayer, Mr. Karraker; no, none; absent, Dr. Meyer.

L O W - C O S T S T U D E N T RESTAURANT

(22) The Student Senate has submitted a request, supported by petitions signed by 1779 students, that the University establish a cooperative or low-cost restaurant in the present Illinois Union Building. This matter has been under consideration for several weeks, and I have discussed it with representatives of the Men's Independent District Association (an organization of the non-fraternity undergraduate men), but no decision has been reached, and therefore I have no recommendation to make to the Board at this meeting. However, since the Student Senate has requested that this proposal be brought to the attention of the Board, I am presenting it at this time. This report was received for record.
