PROPERTY ON SPRINGFIELD AVENUE, URBAN A (27) The Director of the Physical Plant Department has been advised that the properties at 1201, 1203, and 1205 West Springfield Avenue, Urbana, are available for purchase at a total price of $11,250. The property at 1205, adjacent to University property, is offered at $3,750; the other two are available at approximately $7,500. This report was received for record. REQUIREMENTS FOR GRADUATION IN LIBERAL ARTS AND SCIENCES (28) The University Senate recommends that beginning with the students who matriculate in the College of Liberal Arts and Sciences after June 1, 1939, the requirements for graduation be amended so that a candidate for the degree from that College must receive an average of not less than "C" in all grades except those in hygiene, military science, and physical education, the requirement to read as follows: In securing this credit, the candidate must receive an average of not less than "C" (3) in all grades received, excluding those received in hygiene, military science, and physical education, and not more than one-fourth of the total number of semester hours earned may be below "C." In computing averages A shall count as 5; B—4; C—3; D—2; and E—1. This requirement for graduation shall apply to all students who matriculate in the University after June 1. 1939On motion of Mrs. Freeman, the requirements for graduation were changed as recommended. REQUEST OF DR. JOHN F. HILLABRAND FOR HEARING (29) The Executive Committee of the Research and Educational Hospital and the Dean of the College of Medicine recommend that Dr. John F. Hillabrand, Resident in the Department of Obstetrics and Gynecology, be discharged for unsatisfactory service and for violations of certain rules of the "Rules and Regulations for the Guidance of Internes in Residence." The Managing Officer of the Research and Educational Hospital concurs in this recommendation. The report of the Committee specifying the charges against Doctor Hillabrand, with statements from various members of the staff in support thereof, are presented herewith, and copies of these documents are being given to the Secretary of the Board for record. I also present a resolution adopted by the Interne Council of the Research and Educational Hospital and a statement from Dr. Martin W. Diethelm, Senior Obstetrician at St. Vincent's Hospital, Toledo, Ohio, under whom Doctor Hillabrand worked for two years, submitted in his behalf. Doctor Hillabrand has requested a hearing before the Board of Trustees in accordance with the provisions of the University Statutes. This hearing was granted, and the following persons were introduced: Dean D. J. Davis, Professor R. W. Keeton, Professor W. H. Cole, and Dr. Major Worthington, representing the College of Medicine and the Executive Committee of the Hospital. Dr. J. F. Hillabrand and Mr. Durfee, attorney, and five witnesses. Dean Davis made a preliminary statement and presented the charges. Dr. Hillabrand presented his rebuttal of the charges, assisted at times by Mr. Durfee. All the persons introduced for the hearing retired, and the recommendations of the Executive Committee of the Hospital were considered. On motion of Mr. Cleary, the following resolution was adopted.
