APPROPRIATION FOR UNIVERSITY PATENTS (24) A recommendation that an assignment of $1,000 be made from the General Reserve Fund to the Faculty Committee on Patents for expenses incidental to applying for patents on University discoveries. APPROPRIATION FOR SCHOOL OF JOURNALISM (25) A recommendation that an assignment of $200 be made from the General Reserve Fund to the School of Journalism for short courses for editors and publishers of Illinois newspapers.

On motion of Mrs. Plumb, this appropriation was made, by the following vote: Aye, Mr. Adams, Mr. Karraker, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Cleary, Mrs. Freeman, Mr. Horner, Dr. Meyer.

INCREASE IN COAL PRICES (26) At the meeting of the Board on September 27, 1937 (Minutes, page 404), a contract was awarded to the Shippers Fuel Corporation of Chicago for 20,000 tons of screenings to be shipped by rail from the Danville territory at a price of $1.20 f.o.b. mine, or $1.80 a ton delivered. Contracts were also awarded for coal to be delivered by truck to Ralph Cook, Sidney, Illinois, for 2,000 tons at $1.78 a ton delivered, and to Washington Martin, Champaign, for 1,500 tons at $1.75 a ton delivered. T h e Shippers Fuel Corporation has advised the University that as the result of the establishment of a minimum price by the National Bituminous Coal Commission (the contracts awarded were subject to the provisions of the Bituminous Coal Act of 1037) the Corporation is obliged to change the price to $1.60 a ton f.o.b. mine or $2.23 a ton delivered. 1 It will be necessary during the remainder of the fiscal year to purchase from 10,000 to 12,000 tons of coal and to have a reliable source of supply. Consequently the Director of the Physical Plant Department and the Purchasing Agent recommend, and the Comptroller concurs, that the contract with the Shippers Fuel Corporation be continued at a price of $2.23 a ton delivered. Ralph Cook has advised the University that because of the minimum price established by the Commission for raw screenings delivered by truck it will be necessary for him to increase the delivered price to $2.40 a ton. It is possible for the University to purchase all the coal required at lower prices than this, both for rail and truck delivery. Consequently the Director of the Physical Plant Department and the Purchasing Agent recommend, and the Comptroller concurs, that the contract with Ralph Cook be terminated and the bond cancelled. T h e contract with Washington Martin was cancelled by the Board on December 3 because of his inability to present a satisfactory bond. It is estimated that the action of the Bituminous Coal Commission will result in an increased cost to the University of $4,000 for coal during the remainder of the present fiscal year and $12,000 for the year 1938-1939. I recommend that a supplementary appropriation of $4,000 be made from the General Reserve Fund to the Physical Plant Department for coal during the balance of the present fiscal year.

On motion of Mrs. Plumb, the cancellation of the contract with Mr. Cook was authorized and the appropriation was made, by the following vote: Aye, Mr. Adams, Mr, Karraker, Mr. Mayer, Mr. Moschel, Mrs.
