once granted such leave on one-half pay but circumstances made it impossible for him to take it. During the University year 1907-1908 he was authorized and directed to visit other beef producing regions, especially the Argentine Republic in South America, to study conditions under which those countries are producing or are likely to be able to produce meats to compete with American beef, but this was a part of his work during that y e a r ; from March 1, 1920, to March 1, 1922, he was on leave without pay while acting as Director of the Department of Livestock Marketing for the Illinois Agricultural Association; during 1928 he was given a leave of absence from July I to October 1 to serve on a commission of American authorities to study the meat and dairy industries in Germany. Dean Mumford's services have not been limited to the University nor in fact to the State of Illinois. H e has been a member and is still a member of various State and Federal commissions and boards on which he has rendered service as distinguished as that in his University work.

On motion of Mr. Mayer this recommendation was approved.

LEAVES OF ABSENCE (10) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: 1. D r . Robbie N . Brunner, Associate in Anaesthesia in the College of Medicine, leave of absence on account of illness, with pay, from November 6, 1937, to February I, 1938. Provision has been made to take care of her work without additional expense. 2. Assistant Professor F r a n k G. Dickinson, Department of Economics, leave of absence on account of illness, with pay, for the second semester of 1937-1938, or from February 1 to August 31, 1938, on condition that if the Department needs to employ additional assistance to take care of his work, such expense will be deducted from his salary. 3. D r . Virginia Bartow, Associate in Chemistry, leave of absence with pay from May I, 1938, to the end of the second semester so that she may attend the International Chemical Congress in Rome. Provision will be made for her classes without additional expense to the University. 4. H a r l o w W . Ades, Assistant in the Department of Zoology and Psychology, leave of absence with pay from December 17, 1937, to January 20, 1938, to do research work in the Anatomical Laboratory at the University of Georgia. 5. Eric Winters, Associate in Soil Physics and Soil Survey in the Department of Agronomy, five months from February 1, 1938, without pay to do similar work at the University of Wisconsin in exchange for the services of D r . Robert J. Muckenhirn of that institution who will do Mr. Winters' work at the University of Illinois. 6. Dean W . B. Day of the College of Pharmacy, leave of absence from December 9 to 23, 1937, and for three months beginning January I, 1938, with full pay, on account of illness. Provision has been made for his work during his absence without additional expense to the University.

On motion of Mr. Moschel, these leaves were granted under the conditions stated.

STATUS OF RETIRED MEMBERS OF UNIVERSITY STAFF (11) Since questions are raised from time to time concerning activities of retired members of the staff, particularly when they engage in remunerative employment, it is desirable to have a definite policy to govern such cases. T h e following declaration of policy is offered for consideration by the B o a r d : T h e Board deems it sound University policy that members of its teaching, research, extension, or administrative staffs, who have retired in conformity with the plan now in operation at the University, should not enter into contracts binding themselves to full time service in or with another institution or company, and on a full-time salary basis, unless, during such proposed service, they are willing to waive the compensation to which the retirement plan would entitle
