BOARD OF TRUSTEES MATTERS PRESENTED BY PRESIDENT W1LLARD

The Board considered the following matters presented by the President of the University.

THE BUDGET FOR 1 9 3 7 - 1 9 3 8

(1) The University budget for the fiscal and academic years 1937-1938. Mimeographed copies of the detailed salaries budget (Volume I) and of the expense and equipment budget (Volume II) were distributed to the members of the Board, together with an analysis showing the income from all sources and the distribution of the proposed expenditures. The Comptroller presented a statement explaining the allocation of the income from State appropriations and the estimated income from all other sources available for the fiscal and academic years 1937-1938 for all budgetary purposes, as recommended by the President of the University. Following a discussion of the budget, Mr. Moschel moved adoption of the salaries budget as recommended; at the suggestion of Mr. Adams this motion was withdrawn and action was deferred pending further consideration of the expense and equipment budget and of the proposal presented to the Board on July 16, 1937, in. the Governor's message accompanying the veto of the building items in the biennial State appropriation for 1937-1939 that the Revolving Fund be used for the construction of new buildings, formal action on which had been deferred until the present meeting.

USE OF REVOLVING F U N D FOR BUILDING PROGRAM

Mr. Adams moved that the Board allocate from the Revolving Fund for the biennium of 1937-1939 funds for the construction of such new buildings as the Board deems necessary. Mr. Cleary moved to amend this motion to read: "that the Board allocate from the Revolving Fund for the biennium of 1937-1939 the sum of $650,000 for the following buildings to be constructed during the biennium: Addition to University Library and equipment, $350,000; Agricultural Laboratory Building and equipment and remodeling old quarters, $150,000; new unit of building for Chemistry and equipment, $150,000." The yeas and nays being called, this motion was lost. On the question of the original motion, the yeas and nays being called, this motion was lost. Thereupon the Board took up consideration of the following statement and resolution, which had been prepared pursuant to its action on July 16, 1937, explaining in detail why the Board cannot use part of the Revolving Fund for 1937-1939 for the construction of new buildings.
