APPOINTMENTS TO PLYM FELLOWSHIP A N D SCHOLARSHIP (11) A report of the following appointments made on recommendation of the Plym Fellowship Committee and the Department of Architecture: Francis J . Plym Fellowship in Architecture: Principal—Harris A. Kemp, 459 Beacon Street, Boston, Massachusetts; Alternate—A. Richard Williams, 459 Beacon Street, Boston, Massachusetts. Plym Foreign Scholarship in Architectural Engineering: Principal—Rudard A. Jones, 2357 N.W. Irving Street, Portland, Oregon; Alternate—Richard G. Belsterling, 3934 Prospect Road, Peoria Heights, Illinois.

LITIGATION TO PROTECT RADIO STATION W I L L ON 5 8 0 KILOCYCLE FREQUENCY (12) The Director of Radio Station WILL reports that there is now pending before the Federal Communications Commission an application from Lansing, Michigan, for an assignment to a 580 kilocycle frequency, which if granted would seriously curtail the effectiveness of Station WILL. He recommends that the University oppose the application and that he be authorized to retain Mr. Horace L. Lohnes as Attorney and the firm of Jansky and Bailey, Radio Engineers, in this litigation. The attorney fees will be $75 a day and those of Jansky and Bailey $100. He estimates that not more than one day's time will be required of either.

On motion of Mrs. Plumb, this recommendation was adopted.

APPLICATION FOR FEDERAL GRANT FOR S T U D E N T CENTER (13) At the meeting of the Board on May 3, a report was made of the new policy adopted by the Federal Emergency Administration of Public Works. Grants are limited to an amount equal to the wages paid to workers taken from relief rolls plus 15 per cent of the amount so paid. The State Director has asked if the Board of Trustees would be interested in having the University's application for a grant for a Student Center Building considered on this basis.

On motion of Mr. Cleary, the President of the University was authorized to notify the Federal authorities that if the new policy is continued, the University does not believe it practicable to press its application for a grant; but in the event the policy is modified so that the grant basis is made more favorable than it is under the present new policy, the University would desire to have its application for a grant considered.

EXTENSION O F CONTRACT PERIOD IN CONSTRUCTION OF MEDICAL A N D DENTAL BUILDING (14) It is necessary to request the Federal Emergency Administration of Public Works to grant another extension of time for the completion of the second unit of the Medical and Dental College Laboratories Building. A resolution requesting such extension must be adopted by the Board to comply with the Federal regulations. The following is offered: Whereas, I t has become clear t h a t the Medical and Dental College Building in process of erection as Illinois Public Works Administration Project No. 1057 cannot be completed on or before May 1, 1937, in conformity with the stipulations in t h e contract (as modified by a previous extension of time from December 15, 1936, to May 1,1937) with the United States, acting through the Federal Emergency Administration of Public Works, for the following reasons which have been prepared by the contractors, and which have been checked by us and found to be substantially correct: "(1) Strike at glass factory which resulted in a delay in enclosing the building, and in turn prevented turning on the temporary heat. This naturally slowed up progress on many of the crafts. "(2) Non-delivery of Holophane fixtures for surgical and autopsy amphitheatre, resulting in delay of all finishing trades in these rooms. This alone has caused a delay of four weeks. "M Inclement weather delaying topping out of tower. "(4) Delay in securing details on ceiling heights.
