BOARD OF TRUSTEES MATTERS PRESENTED BY PRESIDENT W1LLARD

The Board considered the following matters presented by the President of the University.

T H E BIENNIAL BUDGET FOR 1 9 3 7 - 1 9 3 9

(1) A report of the conference with the Governor, the Director of Finance, and Subcommittees of the Senate and House Appropriations Committees on March 30, and a subsequent conference with the Director of Finance on April 5 concerning the University's budget for 1937-1939-

This matter was discussed at length. Mr. Adams presented the following resolution: In view of the present economic and tax situations, and with a desire to cooperate to the fullest possible extent, Be it resolved, that the Board postpone for a period of two years its request for an appropriation of $250,000 for the first unit of a building for Journalism and other subjects, to be built at Urbana. On motion of Mr. Adams, this resolution was adopted, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Karraker, Mr. Mayer, Mrs. Plumb; no, Mr. Moschel, Mr. Pogue; absent, Mrs. Freeman, Mr. Horner, Dr. Meyer, Mr. Wieland. On motion of Mr. Mayer, the following resolution was unanimously adopted, by a vote of record: Be it resolved, that the Board of Trustees of the University of Illinois believes that it has presented the minimum budget necessary to maintain the efficiency and standing of the University, in the face of increased and increasing enrollment, the need of recognizing merit and development in our faculties, and the fact that there have been no space additions to the University at Urbana in the last six years. The budget represents the results of intensive study on the part of the faculty, the administrative officers, and the Board of Trustees for nearly a year and a half. The Board has already made reductions of $1,253,000 in the carefully prepared estimates of department heads and administrative officers, and in addition a request for $250,000 for an additional building has been withdrawn from the budget as of this date.

INTRODUCTION OF BILL FOR APPROPRIATIONS FOR BIENNIUM 1 9 3 7 - 1 9 3 9

(2) Action should be taken at this meeting authorizing the introduction in the 60th General Assembly of bills making appropriations to the University of Illinois for the biennium 1937-1939.

On motion of Mr. Cleary, the President of the University was authorized and instructed to secure the introduction into the General Assembly of the necessary appropriation bills for the next biennium, and to take charge of the matter from now on.

UNIVERSITY OF ILLINOIS F U N D

(3) Mr. H. M. Adams has asked that the legislation relating to the University of Illinois Fund, or Mill Tax Fund, be considered at this meeting.
