applied and consequently has elected to go on leave of absence for the second semester of 1937-38 on full pay instead of the full year on half pay. These options were authorized by the Board in granting the leaves.

This report was received for record.

LEAVES OF ABSENCE FOR MEMBERS O F THE STAFF

(17) A recommendation that the following leaves of absence be granted members of the staff for the reasons and periods and under the conditions indicated in each case: 1. Bessie Packard, Secretary in the Department of Home Economics, two months' sick leave with full pay, covering 25J4 days of previous absence during the current University year and continuing through April 15, 1937. If additional leave of absence is necessary the case will be reported to the Board later. This leave is being recommended in view of Miss Packard's many years of faithful service. 2. Esther Anell, Cataloger in the University Library, one month (July) with pay in addition to the month's vacation to which she is entitled under the University regulations, to enable her to go abroad to study procedures and collections of libraries in several European universities and cities.

On motion of Mrs. Freeman, these leaves were granted as recommended. SERVICE CHARGE FOR DEFERRED PAYMENT OF STUDENT FEES

(18) A recommendation that the rules adopted by the Board of Trustees on December 20, 1933 (Minutes, page 423), relating to the service charge on deferred payment of fees be amended to provide that there shall be a minimum charge of $1.00 in each case and a maximum charge of $3.00. At present the service charge is waived if fees are paid within ten days; otherwise, the service charge is ten per cent of the amount of fees deferred but not in excess

of $5.00.

On motion of Mr. Mayer, this recommendation was adopted.

AGREEMENTS FOR COOPERATIVE INVESTIGATIONS

(19) A report of the renewal or extension of the following agreements for cooperative investigations: 1. Tennessee Valley Authority, demonstrations of phosphate fertilizers manufactured by the Authority to be carried on by the Agricultural Extension Service in various areas of Illinois. The Authority will furnish the fertilizers and also contribute $1,500 a year toward the salary of a State Supervisor. The balance of the salary and expenses will be paid from Federal Extension funds received by the University, and the Extension Service will supervise the work. The agreement supplements the present agreement authorized by the Board at the last meeting and covers a period of five years from the date of its execution unless terminated by either party on thirty days' notice in writing to the other. 2. Investigations being conducted by the Agricultural Experiment Station in cooperation with ( a ) Tobacco By-Products and Chemical Corporation on nicotine insecticides; ( b ) Aluminum Research Laboratories, Aluminum Company of America, on the effects of "Alorco" synthetic cryolite on various insect pests of fruit trees and the like and on the health of trees and other plants; ( c) Niagara Sprayer and Chemical Company, Incorporated, on agricultural fungicides and insecticides; each for a period of one year in accordance with the provisions of the original agreements.

On motion of Mr. Adams, this action was confirmed.
