ture Building for use by the Department of Chemistry, it will be necessary to make some other provision for housing the Regional Soybean Laboratory established at the University by the United States Department of Agriculture. The Dean of the College of Agriculture reports that there is the possibility of securing Federal funds for the erection of a building to house this work. The Works Progress Administration is considering sponsoring such projects elsewhere. It is an established policy of the Federal government to build Federal buildings on no other land than that held by the United States. Consequently, one of the first questions which would be asked if such a project were proposed at the University of Illinois would be whether the University is prepared to deed to the Government a site for such a building. In the opinion of the University Counsel, there is no question concerning the power of the Board of Trustees to convey land to the Federal government, should that be deemed advisable. The only question is one of policy. This report was received for record. It was the sense of the Executive Committee and of the members of the B o a r d w h o were present that such a laboratory building should be secured if possible.

ADMISSION O F S T U D E N T S FROM OTHER COLLEGES A N D UNIVERSITIES

(15) The University Senate recommends approval of the following regulation to govern the admission from other institutions of students with poor scholastic records: A person whose record at some other institution comes within either of the following classifications may enter the University only on approval of the Dean of the College concerned and under conditions imposed by him: 1. A person dropped from another institution for poor scholarship or for disciplinary reasons. (In the latter case he must also obtain approval of the University Senate Committee on Discipline.) 2. A person whose record shows as much as fifty per cent (or more than 25 semester hours or the equivalent) of unsatisfactory work, i.e., unremoved failures and credits earned with grades equivalent to the lowest passing grade in the University of Illinois. O n motion of D r . Meyer, these regulations w e r e adopted.

(16) The University Senate recommends the following candidates for degrees, as indicated in each case, to be conferred in February, 1937. O n motion of D r . Meyer, these degrees w e r e conferred as recommended.
