BOARD OF TRUSTEES

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

CIVIL SERVICE JOINT APPOINTING OFFICER ( i ) On November 27, 1935 (Minutes, page 472), the Board of Trustees adopted a resolution designating the Comptroller as the appointing officer of the University for Civil Service purposes, and ratifying and confirming all actions previously taken by him in that capacity. This provision was also written into the University Statutes approved March 10, 1936. In discharging this responsibility, it is a practical necessity that the Comptroller assign a part of the work to other members of his staff. T h e following resolution is therefore offered: Whereas Lloyd Morey, Comptroller of this Board, has heretofore been duly authorized to act as Appointing Officer in the administration of the State Civil Service Law in its relation to the University, and Whereas it is essential, in order to insure the efficient and orderly administration of this branch of the business of the University, that more than one person be authorized to perform the duties of the above described position, Now, therefore, be it resolved that Lloyd Morey, Comptroller, and H . B. Ingalls, Bursar, be and they are hereby designated jointly and severally as Appointing Officers with full power to act as such, including the power to sign all Civil Service F o r m s pertaining to appointments, promotions, demotions, transfers, or discharges of persons subject to the Civil Service Law, and Be it further resolved that it shall be in the discretion of Mr. Morey whether and in what circumstances Mr. Ingalls executes such forms over his personal signature or Mr. Morey does so himself, but in either case any such Civil Service Forms, whether executed by Mr. Morey or by Mr. Ingalls, shall be deemed to have been executed by and with the authority of this Board.

On motion of Mrs. Plumb, this resolution was adopted, and the Secretary was instructed to incorporate this action in the Statutes.

LEAVE OF ABSENCE FOR PROFESSOR HARTLEY D. PRICE (2) A recommendation that Assistant Professor Hartley D. Price, of the Department of Physical Education for Men, be given a sabbatical leave of absence on one-half pay during the second half of the academic year 1936-1937, or from March I to August 31, 1937. Professor Price proposes to spend this time in study. In submitting this application, I recommend that the established administrative procedure requiring that an application for a sabbatical leave during any given year must be submitted on or before December 1 of the preceding year be waived.

On motion of Mr. Barrett, this leave was granted as recommended.

LEAVE OF ABSENCE FOR MISS JOSIE B. H O U C H E N S (3) A recommendation that Miss Josie B. Houchens, Binding Librarian, be given sick leave with full pay for three months from October 20, 1936. Other members of the Library staff will carry on her work so that no additional expense to the University will be involved. O n m o t i o n of M r s . RESIGNATION OF PROFESSOR EDWARD BERMAN (4) On January 24, 1936 (Minutes, page 514), Dr. Edward Berman, Associate Professor of Economics, was given a year's leave of absence without pay beginning February 1, 1936, to enable him to undertake a research project for the W o r k s Progress Administration.
