LEAVE OF ABSEvNCE FOR PROFESSOR E. B. PAINE

(4) A request from Professor E. B. Paine of the Department of Electrical Engineering, concurred in by the Dean of the College, for leave of absence on full pay from June 4 to December 1, 1931. O n motion of M r . Williams, it w a s voted not to concur in this request, because the rules governing sabbatical leaves of absence d o not provide for leaves under the terms proposed.

APPROPRIATION FOR LEGAL. SERVICES

(5) A recommendation that an appropriation of $675 be made from the Reserve and Contingent Fund for the following legal services: For payment to the United States Court of Customs and Patent Appeals to cover the cost of printing the record in connection with the University's appeal from the decision of the United States Customs Court on the power of the federal government to collect duties on scientific apparatus and equipment imported by the University for educational purposes $175 To the law firm of Chapman and Cutler of Chicago for legal services in connection with legislation to authorize the issue of tax anticipation warrants by the State of Illinois on account of the deficiency in the University of Illinois Fund J500 and that the Comptroller be authorized to make these payments. EXPENSES OF FINANCING APRIL. SALARY PAYMENTS

(6) Due to the deficiency in the University of Illinois Fund in the State Treasury, it was not possible to pay all the April salaries due on April 30 out of State funds. Through an arrangement made by the University Treasurer, the First National Bank of Champaign made an advance of the salaries of a number of members of the faculty making it possible for them to receive their salaries when due instead of waiting one or two weeks as would have been the case otherwise. The Treasurer certifies that the bank should be reimbursed in the amount of Jioo for its expenses in connection with this emergencyfinancingand I recommend that an appropriation of $100 be made from the Reserve and Contingent Fund for this purpose and that the Comptroller be authorized to make this payment to the University Treasurer. APPROPRIATION FOR DEATH BENEFIT IN THE CASE OF P R O F E S S O R S. W. P A R R

(7) A report that Dr. S. W . Parr, Professor of Applied Chemistry, Emeritus, died on M a y 17, 1931. H e had been on the staff from January 1, 1891, until September 1, 1926, when he retired under the rules of the Board of Trustees. The death benefit payable in his case is % 1,500. I recommend that this amount be appropriated from the Reserve and Contingent Fund for this purpose and that the Comptroller be authorized to make payment to Professor Parr s designated beneficiary.
