There seemed to m e to be three possible eventualities which might conclude our discussion: (1) T h e University of Illinois might decide to oppose our project, in which case w e would not be able to secure the support of the University of Chicago, and the hopes w e n o w hold and the plans for a rosy future which w e n o w have in our minds would be fruitless. (2) T h e University of Illinois might decide that such plans as w e discussed this morning were good but that it did not wish to cooperate in them for good and sufficient reasons. T h e University might, therefore, express itself as not being sufficiently concerned with the program to collaborate in the development of the joint scheme. In this case w e would proceed simply with the University of Chicago as a partner and would accomplish more good than w e could under item one above referred to, but not as much as could, in our opinion, be accomplished by item three below. (3) T h e University of Illinois could express its willingness to cooperate with the University of Chicago and with ourselves, in which case the tripartite scheme of joint operation would proceed with the greatest possible chance of success. I take the liberty of suggesting that all details should be argued out in the joint committee I a m recommending and that no one of the three parties to this discussion should at any period consider itself bound by the discussion until mutually satisfactory plans for cooperation can be accomplished. Very respectfully, Cyrus McCormick, Jr. President, Board of Trustees, Behavior Research Fund Mr. Trees offered a motion that the President of the University acknowledge Mr. McCormick's letter, and that, as Mr. McCormick suggested, a committee of three be appointed to secure information and, at a proper time, to meet with representatives of the Trustees of the Behavior Institute, for information purposes only, and to report to the Board. This motion was carried. Mr. Armstrong later appointed Mr. Trees, Mr. Barr, and Mr. Armstrong (with the President of the University ex officio) to serve on this special committee.
