1930] U N I V E R S I T Y O F ILLINOIS 475 plats Mr. Gallivan m a y prepare a written instrument to which he m a y attach a copy of the plat and in which instrument he m a y describe by metes and bounds the small strip which extends on University property, and declare such strip vacated. This instrument should be executed and acknowledged, approved by the City Council, and recorded in the same manner as the instrument filed and recorded with his original plat. Such a procedure will correct the mistake. T h i s report w a s received for record. LIST OF EMPLOYEES SENT TO STATE AUDITOR (14) In accordance with the law relating thereto and the action of the Board on September 18, 1929 (Minutes, page 359), a list of the persons employed by the University during the year 1929 was sent to the Auditor of Public Accounts on December 27, 1929, together with a letter of transmittal. The list was compiled by the Comptroller from his records as of December 18, 1929, and included payments for the full calendar year for all members of the staff who are on regular appointment and payments to w h o m for the rest of the month could be anticipated. A supplementary list of persons not on regular appointment paid after December 18 was made on December 31 and sent to the State Auditor. The Comptroller wrote m e under date of January 4 as follows: "I desire to report that it cost $651.28 to prepare the list of employees for the year 1929 as required by act of the Legislature. Of this amount, $475.32 was for wages of temporary employees and $175.96 was for printing, postage, and supplies. This expense is in addition to the time of members of the regular staff who assisted in the preparation of the list." The items of expenditure were: Clerical: 845 hours @ 40c $338.00 Typing: 2 5 9 ^ hours @ 40c 103.92 Typing: 42 hours @ 45c 18.90 Typing: 29 hours @ 50c >4-5° Total 1175K ?475-32 Printing 112.96 Postage 60.00 Supplies 3.00 $651.28 In explanation of this large expenditure it should be pointed out that the work involved was tedious and large in amount. The number of names reported was 6845. The law provides that not only the names and remuneration but also the residence and voting places of the employees must be reported. In any university there are m a n y classes of employees from the point of view of work and tenure. Some, like students or temporary laborers, m a y be employed for only a few hours. In the multitudinous departments of a university there is constant demand for temporary service of one kind and another. It is conceivable that if a particular kind of service were continuous one or two persons might be employed through the year to perform it. W h e n it is occasional, being needed a large number of times for short periods, the number of persons employed m a y be multiplied many times. In other words, the list of employees of any university is by no means the same as the list of persons employed continuously through the year. Even some educational positions are filled only for a semester or a few months. These and similar conditions account for the long list of names. M a n y in the employ of the University, on its educational staff and in other lines of work, leave at the end of the academic year and their whereabouts cannot be known by the University authorities. For example, some of those employed in the first half of the calendar year, 1929, are in distant states and some even in foreign countries. For us to give their present residences and voting places is, in many cases, impossible. Moreover, we have never found it necessary before to try to keep a record of voting places of our employees. For that reason the time and labor necessary to compile T h i s report w a s received for record. this list was very great.
