district would be without power to levy and collect special assessments on land owned by the University and used for University purposes. Dean M u m ford advised m e that the Minonk experiment field was thoroughly drained when it was established and at the present time w e have no special difficulty. Therefore, the University would not be interested in any drainage improvements. In view of Dean Mumford's statement and the opinion of the Legal Counsel following, I did not deem it necessary to have a representative at the hearing on the petition referred to. This report w a s received for record. REPORT ON PURCHASE OF PERCIVAL LAND (14) The following report from the Comptroller on the completion of the purchase of the Percival land in accordance with the action of the Board on November 17: December 15, 1927 President David Kinley, 355 Administration Building, West Dear President Kinley : In accordance with the action of the Board of Trustees on November 17, and with the advice of Professor J. M . White and Judge S. Johnson, I have concluded the purchase of the Percival farm. T h e purchase price amounted to $72,894.50, being 208.27 acres at $350 per acre. A s Mr. Percival is responsible for the taxes of 1927, payable in 1928, I have withheld the sum of $600 to cover these taxes, with the understanding that any amount not required for these taxes will be refunded to M r . Percival. All other encumbrances on the land were cleared off by M r . Percival. I have placed the deed on record, and will see that it and all other papers, including the abstract of title, arefiledwith the Secretary of the Board of Trustees. T h e tenant, M r . W . S. Besore, has been advised of the sale, and his lease is, therefore, automatically terminated, subject to an adjustment with him which is in process. The legal description of the land thus acquired is as follows: The SVi of the SVVJ4, and the S W } 4 of the SEJ4 of Section 19, and the Nj/2 of the N W $ 4 of Section 30, T. 19, N., R. 9E., Champaign County, Illinois, containing, in all, 210.71 acres, excepting the portion of the S^4 of the S W j i of Section 19. lying west of the center line of the First Street road, averaging 79.2 feet, more or less, in width, and containing 2.44 acres, more or less, leaving a total acreage in the land to be transferred, of 208.27 acres.
