BOARD OF TRUSTEES

for academic and administrative appointments (beginning on August 21, 1993, at Urbana-Champaign and on September 1, 1993, at Chicago) have been completed within the funds available to the University. Accordingly, I recommend approval of the budget document entitled "Academic Personnel, 1993-1994" and request authorization, in accord with the needs of the University and the equitable interests involved, and within total income as it accrues: (a) to accept resignations; (b) to make such additional appointments as are necessary and to approve the issuance of notices of nonreappoinment, subject to the provisions of the University of Illinois Statutes, General Rules Concerning University Organization and Procedure, and Policy and Rules — Nonacademic; and (c) to make such adjustments in items included in the budget as are needed, such adjustments to be covered in periodic reports to the Board of Trustees.

On motion of Mrs. Gravenhorst, this recommendation was approved and authority was given as requested by the following vote: Aye, Dr. Bacon, Mr. Boyle, Mrs. Calder, Dr. Gindorf, Mr. Grabowski, Mrs. Gravenhorst, Mr. Lamont, Ms. Lopez, Ms. Reese; no, none; absent, Governor Edgar. (The student advisory vote was: Aye, Ms. Huff, Mr. Riley; no, none.) By consensus, the board agreed that one vote would be taken and considered the vote on each agenda item nos. 3 through 11 inclusive. The recommendations were individually discussed but acted upon at one time. (The record of board action appears at the end of each item.)

Vice Chancellor for Administration and Human Resources, Chicago

(3) The chancellor at Chicago has recommended the appointment of Victor Zafra, presently branch chief, Health Financing Branch, Health and Income Division, Office of Management and Budget, Executive Office of the President, Washington, D.C., as vice chancellor for administration and human resources, beginning September 20, 1993, on a twelve-month service basis at an annual salary of $119,300. Mr. Zafra will succeed Richard H. Ward, who will return part-time to the faculty and part-time as associate chancellor for special programs with responsibilities for international affairs and governmental relations. Dr. Ward has served as vice chancellor for administration since November 1, 1977. This recommendation is made with the advice of a search committee. 1 I recommend approval.

On motion of Ms. Reese, this appointment was approved.
