M E E T I N G O F CITY SCHOOL. S U P E R I N T E N D E N T S (25) A recommendation that $500 be appropriated to meet the expenses of a cpnfer| ence of city school superintendents of this state to be held in connection with the highschool conference in November.

This appropriation was made, by the following vote: Aye: Mr. Abbott, Mrs. Blake, Mrs. Busey, Mr. Carr, Mrs. Evans, Mr. Herbert, Mr. Hoit, Mr. Trimble, Mr. Ward; no, none; absent, Mr. Blair, Mr. Lowden.

A D M I N I S T R A T I V E WORK IN COLLEGE OF M E D I C I N E (26) A recommendation that compensation be granted Professor W. H. Welker and Mr. E. C. Fletcher, amounting to $400 for Dr. Welker and $300 for Mr. Fletcher, for extra work during the absence of Mr. W. H. Browne.

This recommendation was adopted.

ASSISTANT TO T H E D E A N O F W O M E N (27) A request for authority to appoint an Assistant to the Dean of Women, on onehalf time, with salary at the rate of $70 a month, effective as soon as the appointment can be made and continuing until September 1, 1921.

This authority was granted, by the following vote: Aye: Mr. Abbott, Mrs. Blake, Mrs. Busey, Mr. Carr, Mrs. Evans, Mr. Herbert, Mr. Hoit, Mr. Trimble, Mr. Ward; no, none, absent, Mr. Blair, Mr. Lowden.

ARBITRATION OF CLAIM O F MR. WILLIAM SULLIVAN A recommendation of the Legal Counsel that the following resolution be adopted : WHEREAS, William Sullivan of Champaign, Illinois, has presented a claim of eight hundred twenty-five dollars ($825) for damages to premises leased from him by the University of Illinois, and it is agreed that the controversy shall be submitted to the arbitration of A. F. Rising, John McMullin, and Herbert Johnston, RESOLVED: that the President of the Board of Trustees and its Secretary are authorized to sign the agreement to arbitrate said controversy dated September 21 1920. (28)

On motion of Mr. Trimble, this resolution was adopted.

RULES FOR T H E D R A F T I N G A N D E X E C U T I O N OF U N I V E R S I T Y CONTRACTS (29) A recommendation that the following rules be adopted: All University contracts shall be drafted and executed as follows: 1. Contracts shall be drafted in tentative form by the University officer (or officers) who is best acquainted with the subject matter thereof, and in whose department lies the responsibility for the execution thereof, and approved by the President of the University. 2. All contracts prior to the execution thereof shall be approved as to legal form by the University Counsel; such approval to be endorsed in writing on the contract. . 3. All contracts shall be executed at least in duplicate; an original thereof shall be filed with, and remain in the custody of, the Secretary of the Board of Trustees. 4. The Secretary of the Board of Trustees shall immediately file a true copy of all contracts, one in the office of the Comptroller of the University, and one^ witn the proper officer in charge of the department immediately concerned with execution of the subject matter of the contract. 5. All University contracts shall be executed as follows, to-wit: (a) All major contracts or those involving some general University policy shall be signed by the President and Secretary of the Board of Trustees, unless directed to beoth erwise executed by die Board of Trustees or by the Executive Committee thereof,
