BOARD OF TRUSTEES

1. When the University undertakes a scientific investigation or piece of research, whether of its own initiative or at the request of outside parties, the results of the investigation are the property of the University, to be given to the public for the advance of knowledge. The University will not in any case make an agreement with an individual or corporation to give it permanently the exclusive benefits of the results of such investigation or research, even tho the investigation or research be conducted with money contributed by said individual or corporation. 2. The University stands ready at all times, within the limits of its means and its responsibilities, to cooperate with any individual or corporation in helping it to solve its specific technical problems and to overcome difficulties or accomplish improvements in its processes in all cases in which the problem to be solved is peculiar to the individual corporation asking help from the University and is not a problem the results of which are in the nature of information which, if disseminated among the people, could be utilized by the public at large as a means of advancing knowledge or improving conditions of life. However, when the University undertakes such cooperation, it will be in return for payment, according to terms agreed upon between the University and the other party concerned.

On motion of Mr. Herbert, this recommendation was adopted.

R E Q U I R E M E N T S FOR G R A D U A T I O N IN COLLEGE OF COMMERCE (22) A recommendation from the Dean of the College of Commerce, approved by the Council of Administration, that a course of general lectures, one hour a week for one semester, without credit, be required of freshmen in the College of Commerce arid Business Administration as a prerequisite for graduation.

This recommendation was approved*

COMPENSATION OF A U D I T COMPANY (23) A request from Arthur Young and Company, Certified Public Accountants, for an increase in the per diem date of pay for auditing the accounts of the University.

On motion of Mr. Ward, this matter was referred to the Finance Committee with power to act.

D E F I C I E N C Y APPROPRIATION FOR T H E PHYSICAL P L A N T (24) The Comptroller reports that the expenditures on account of the physical plant operation and maintenance for the year closed June 30 exceeded the appropriation by the net sum of $5,638.48. In addition there is an outstanding account for feed and care of horses for the year amounting to $2,160, making a total deficit in theoperating accounts of $7,798.48. In the extension accounts there was a net un-encumbered balance of $5,638.48. In view of the fact that the appropriation for the physical plant for the next year for operation and maintenance is on a very close margin and that no appropriation has been made for extension, I recommend on the suggestion of the Comptroller: 1. That an appropriation of $7,798,48 be made from the free balance of the general revenue on June 30, 1920, to cover the deficit in physical plant operation and maintenance; 2. That the un-encumbered balance of the physical plant extension appropriation at June 30, 1920, be re-appropriated to meet expenditures for 1920-21.

These recommendations were approved, by the following vote: Aye: Mr. Abbott, Mrs. Blake, Mrs. Busey, Mr. Carr, Mrs. Evans, Mr. Herbert, Mr. Hoit, Mr. Trimble, Mr. Ward, no, none; absent, Mr. Blair, Mr, Lowden. \«
