We anticipate that there will be times when he will need to give all his attention to this work; there may be other periods when he will find that only a small fraction of his time will be required. Under this arrangement, however, if the work increases to the point where he will need to give practically full time to it, we shall expect to delegate him to the investigation, so that it can be carried on in the most effective manner possible. I also desire to call attention to Article 8. I have left blank the initial appropriation and the quarterly payments. As we have discussed this matter, it seems that there will be a rather large initial expense in fitting up a laboratory with the necessary special machinery which is not now available at the University. If the funds of the Engineering Foundation are in such condition that we may secure an initial appropriation of say $10,000 or $12,000, I suspect that we could meet all of the initial expenses, and that thereafter the chief expense would be for salaries and materials, which would be perfectly uniform month after month. ARTICLES OF AGREEMENT between the Engineering Foundation and the National Research Council and the Board of Trustees of the University of Illinois for a cooperative investigation of the Fatigue Phenomena of Metals by the Engineering Experiment Station under the following terms and Conditions: 1. This agreement is executed for a period of two years beginning , with the understanding that it may be extended for additional periods under the same or such other terms as may be mutually agreed upon. 2. The Engineering Experiment Station will delegate Professor H. F. Moore to supervise and direct all experimental work, and the computation and reduction of all results obtained, together with the placing of these data into form for presentation; and he will be authorized to give such portion of his time to this investigation as may be necessary for the effective promotion of the work. 3. The Engineering Experiment Station will furnish the necessary room for this investigation, together with heat, light, power and water. In addition, it will permit the use of such laboratory apparatus as it may now possess, which is not in use for other purposes. I t is agreed, however, that all special apparatus necessary for this investigation and not now available in the laboratories of the Engineering Experiment Station shall be purchased and charged against the funds provided by the Engineering Foundation for this purpose. 4. The Committee on the Fatigue Phenomena of Metals of the National Research Council shall constitute an advisory committee to advise with the officers of the Engineering Experiment Station concerning the test program and the conduct of the investigation, and to cooperate in the preparation of the summaries and reports. The conduct of the tests shall be under the control of the Engineering Experiment Station, which is necessarily responsible for the results secured. 5. All of the original test data and the computations and results of the investigations are to be the property of the Engineering Experiment Station, and they are to be kept on file at the University of Illinois. Furthermore, it is understood and agreed that the Engineering Experiment Station shall have the right to publish the results of the tests and investigations conducted under this agreement, and that no publicity to any of the results of the investigation shall be given prior to the publication of these results by the Engineering Experiment Station, except upon the recommendation of the Advisory Committee and by agreement with the Executive Staff of the Station. 6. The Advisory Committee and authorized representatives of the Engineering Foundation and the National Research Council shall at all times have access to the data, secured and the computed results of the tests, subject, however, to the restrictions named in Article 5.
