submit such reports of progress to the officers of the Engineering Foundation and the National Research Council as may seem desirable. 7. All research assistants, mechanicians, clerks, and other help necessary for the successful prosecution of this investigation will be employed by the Engineering Experiment Station and paid from the funds provided by the Engineering Foundation and the National Research Council. The special staff for this investigation are to be regarded as members of the Research Corps of the Engineering Experiment Station during their connection therewith. 8. On or before the Engineering Foundation shall pay to the Board of Trustees of the University of Illinois the sum of and thereafter the sum of in quarterly instalments. This special fund will be administered by the Comptroller of the University, and paid out by him on vouchers approved by the Director of the Engineering Experiment^ Station. At the close of each year covered by this agreement, the Comptroller will render an accounting to the Engineering Foundation and the National Research Council. Witnesses: Board of Trustees of the University of Illinois (Signed) Comptroller Engineering Foundation (Signed) Secretary National Research Council (Signed) Secretary Dr. Clevenger proposes a cooperative investigation of the fatigue phenomena of metals on the basis of a contract between the Engineering Foundation and the National Research Council on the one hand and the Board of Trustees of the University of Illinois on the other. Dean Richards does not approve in all respects the Articles of Agreement but has no doubt that arrangements will be made between the Engineering Foundation and the National Research Council and himself which will be mutually satisfactory. He recommends that the Laboratory Annex to the old Armory should be assigned to the Engineering Experiment Station as a laboratory for the cooperative investigation of fatigue phenomena of metals.

The President of the University was authorized to make this assignment.
