General Settlement On May 3, 1919, claim for reimbursement on account of expenditures for Army students in the S. A. T. C. was presented to Mr. Hilton, Business Manager of the Committee on Education and Special Training, by President Carr, Professor White, and myself. This claim consisted of a statement of all costs on account of the S. A. T. C , with the exception of an item of publicity amounting to $2,356.91, which the Department had previously indicated it would not allow. It also included a claim for fees on account of all such students on a per diem basis, based on the chargeable fees for the quarter. Discussion of this item appears in a separate paragraph. It included an allowance of $4,564.49 for salvage on unsold equipment, costing $50,183.01, and against which was entered a charge of $2,390.00 for estimated restoration costs at the University Armory. After discussion of the claim as presented, an agreement was finally reached by all parties for settlement as per Schedule I attached. Schedule III contains a statement of the hospital costs for the S. A. T. C. period. Considerable discussion was had of this item, and although every effort was made on the part of the University representatives to secure allowance for the full costs not otherwise reimbursed, the Government representative insisted on a reduction of $7,879.00 in the amount included in the claim on account of hospital expenses. The item of books for special courses was disallowed as not being chargeable to the Government. Locker fees assessed for the whole year as is customary, were reduced to a pro rata charge for the quarter. Tuition was not allowed for men holding scholarships in the University. The deduction of $800 for insurance premium refund will of course be offset by the refund which we will receive. Navy Settlement Costs of housing and subsistence were pro-rated between the Army and Navy on the basis of the number of men in each. A claim has been filed with the authorized representative of the Navy Department, covering its pro rata of all expenditures on account of these items, amounting to a total of $28,838.14, which has been approved by him and will probably be allowed by the Department. Tuition It was found necessary to settle items of tuition on the basis already adopted by the Department in its settlements with other institutions. For the most part, the regular fees charged by us to S. A. T. C. students were allowed, with the exception of the matriculation fee. There were 1646 freshmen students in the S. A. T. C , all of whom were charged by us with the full amount of the matriculation fee of $10. The Government representative refused to allow more than a pro rata
