UNIVERSITY OF ILLINOIS SUGGESTED PLAN OF COOPERATION BETWEEN THE UNIVERSITY OF ILLINOIS MEDICAL SCHOOLS AND THE DEPARTMENT OF PUBLIC WELFARE

As the Illinois Department of Public Welfare is about to construct a group of hospitals in the city of Chicago, and as the University of Illinois is desirous of enlarging and improving the facilities of the Medical School, in the City of Chicago, and as the University of Illinois Medical Schools desire to make use of the clinical facilities of the hospitals for teaching purposes, and as the Department of Public Welfare desires to avail itself of the professional staff of the University of Illinois Medical Schools; a plan of cooperation is agreed upon by the University of Illinois and the Department of Public Welfare, as follows: Basis The functions of the two parties to this agreement are to be kept distinct in the same manner as is customary in private hospitals, in so far as possible. The administration and executive direction of the hospitals, including the Illinois Charitable Eye and Ear Infirmary, the State Psychopathic Hospital (or Psychiatric Institute) the State Surgical Institute for Children and the University Clinical Hospital shall be in the Department of Public Welfare. The officers of the University of Illinois Medical Schools shall be staff officers of the hospitals, and shall have the use of all facilities necessary for conducting medical instruction. They will have no executive authority. The President of the University of Illinois and the Director of Public Welfare will each appoint three members of a committee to work out details of the plan of cooperation and the report of the committee, when signed by the President of the University of Illinois and by the Director of Public Welfare, shall become a part of this agreement.

It was the opinion of the Executive Committee that this plan of cooperation seemed to be feasible and desirable, and the President of the University was authorized to work out the details of the plan based on this general scheme.

U S E O F Y . M . C. A. B U I L D I N G (14) A statement that as the University was compelled to take over the lease of the Y. M. C. A. building in connection with the work of the School of Military Aeronautics and the Students Army Training Corps until July 1, 1919, it seemed wise to try an experiment which would give the University some definite information as to whether it could undertake the management of a student restaurant. There has always been great complaint of the lack of proper facilities of this sort around the University. I therefore authorized Professor James M. White to organize and manage a restaurant on the cafeteria plan and a lunch counter open all night in the basement of the Y. M. C. A. building, and also to rent the rooms of the building above the first floor to students.
