M Y DEAR PRESIDENT JAMES:

Referring to the Supervising Architect's letter of February 11, regarding funds for the Smith Memorial Music Building, I beg to say that so far as funds for the present year are concerned, it is my opinion that we can meet all cash requirements on account of contracts now placed or which may need to be placed on this building to June 30,1919. I understand that of the necessary additional contracts to be placed, a very considerable amount would not call for payments until after that date. As to letting over of contracts to complete the building, I call your attention to my letter of February 5 transmitting a statement of funds and appropriations for
