FINANCIAL- REPORT, STUDENTS' ARMY TRAINING CORPS A financial report on the S. A. T. C , by the Comptroller. November 22, 1918 President Edmund J. James, University of Illinois

Mv DEAR PRESIDENT JAMES:

I beg to submit herewith a brief financial report of the Students' Army Training Corps. Schedule 1—Financial Summary as at November 22,1918 This is a cash statement, showing the actual outlay of the University up to the present date for all purposes whatsoever connected with the S. A. T. C , and the amount of accrued income to this date, under the contract with the Government. From this statement it will be seen that the total cash outlay of the University for all purposes has been $265,746.20. These disbursements have been made out of the general funds of the University, which have been greatly depleted as a result. They will of course be reimbursed as the year progresses, until fully restored by June 30 next, provided the S. A. T. C. continues to that time. This statement also shows the net balance due the University to cover all expenditures at this date, $174,630. Schedule 2—Summary of Expenditures for Reconstruction ana Overhead From this statement it will be seen that the estimated total outlay for reconstruction, equipment, and general expense for the year, on account of the S. A. T. C. is $186,663.52. It will therefore be necessary for us to realize from the Government through our contract an average daily amount of $746.65 to cover this outlay On the basis of the present strength of the S. A. T. C , the amount per man per day is 27.3 cents. Schedule 3—Financial Statement of the Mess This statement exhibits the average operating cost of the Armory Mess Hall for the two weeks ending November 14, showing that the average daily cost per man is 50 cents. Schedule 4—Summary of Daily Cost per Man This statement indicates the various items of cost to the University per man in the S. A. T. C , including rent of barracks, operation of barracks, operation of mess, and allowance for reconstruction, equipment, and overhead, a total of 95.3 cents. The present contract with the Government provides for the payment of $1.00 per day per man. As will be seen from this statement if the S. A. T. C. is continued at its present strength to June 30, the University will be fully reimbursed for its expenses. If, however, there is any material reduction in numbers or additional reconstruction or alterations required by the War Department, the expense per man will increase and exceed the return under the present contract. Schedule 5—Financial Summary of the Chicago Unit of the S. A. T. C. The total estimated outlay for housing of the Chicago unit, as shown by this statement, for the entire period is $25,953.00. This expense must be distributed over a period from November 21, which is the date we put men into barracks in Chicago, to June 30, 210 days. On the basis of the present unit of 370 men, the average cost per day will be 33.4 cents per day. A contract has been let with the Y. W. C. A.
