plan in order to secure proper foundations, Mr. Towne advised Mr. Stoolman orally that on account of the change in the location of the building, the fact that our borings had not indicated the existence of quicksand, and the unusual character of the work, if he would proceed with the additional foundation work required he thought the University would allow him the difference between the actual cost and the cost based on the unit prices provided in his contract. Computed on the basis of the unit prices mentioned, the extra work would have amounted to $1,200; while the actual cost based on daily reports to our superintendent and exclusive of contractor's profit amounted to $1,500. The work was rapidly and economically done, and I believe the difference should be allowed. Mr. Stoolman's bill, as presented to us, includes a further sum of $206 as contractor's profit. He feels that on account of the facts stated above he should be reimbursed for the entire amount including his estimated profit. In our final list of extras we have included the item at $1,506 and I should like to have authorization to settle on this basis. Yours very truly,

The vote was as follows: Ayes, Mr. Abbott, Mrs. Busey, Mr. Carr, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Small, Miss Watson ; no, Mr. W a r d ; absent, Mr. Blair, Mr. Dunne, Mr. Trevett. SCALE OF WAGES FOR EMPLOYEES UNDER CIVIL SERVICE (7) A recommendation from the State Civil Service Commission that the University adopt the practise of the State Board of Administration in regard to fixing the schedule of monthly pay for employees in skilled labor positions. The rule of the State Board in such matters is as follows: "Where there is a labor union having generally recognized jurisdiction for the above named stationary engineers and mechanics, the scale of wages of the union will be paid. If employed by the day actual time only will be paid for and no maintenance or automatic increase will be allowed/' After full discussion; the further consideration of this matter was postponed to a subsequent meeting. BRANCH POST OFFICE (8) A communication from Professor J. M. White, Supervising Architect, stating that the Urbana postmaster desires to establish a pouching and delivery branch of the Urbana postoffice on the campus to take care of mail for the University. If he should do this he would wish the University to iufnish certain facilities in tne way of office room, etc. On motion of Mrs. Evans, the President of the University was authorized to set apart such necessary rooms, with light and heat, fox the usf of such a pouching and delivery branch of the Urbana
