pass at least eleven hours of work in either of the two succeeding semesters he is dropped from the college. Any student whose work falls below C in more than one-fourth of the hours for which he is registered may also be placed upon probation at the discretion of the Council of Administration, and in case he fails to pass at least eleven hours in either of the two succeeding semesters he is dropped from the college. Any student dropped from another institution who may by petition be admitted to the University of Illinois shall enter on probation under the provisions of this rule. You will perhaps recall that you said yesterday that in your judgment this action of the Senate should be submitted to the Board of Trustees for approval. Sincerely yours,

LABORATORY FACILITIES FOR GOVERNMENT EMPLOYEES

(5) A request from the Secretary of the United States Department of Agriculture that the University permit Dr. Felix Lohnis, Soil Biologist of the Bureau of Plant Industry of the U. S. Department of Agriculture, to carry on his technical researches in soil bacteriology at the University, with the use of its laboratory and library facilities. Dr. Lohnis's salary and the supplies used in his investigations will be provided by the Federal Government. Also a request from the same department for similar permission for Dr. Arno Viehoever, Pharmacognosist in the Bureau of Chemistry. O n motion of Mr. Trimble, the President of the University was authorized to give such permission.

E N L I S T M E N T OF MEDICAL AND DENTAL STUDENTS

(7) A report that the Surgeon General has issued a statement to the effect that all medical and dental students will be permitted to enlist in the Enlisted Reserve Corps of the Medical Department. This ruling extends to first year students the privileges hitherto limited to second, third, and fourth year students in medical and dental schools.

LEAVE OF ABSENCE FOR PROFESSOR E. B. GREENE

(8) A request from Professor E. B. Greene for leave of absence from his duties as Professor of History from January 1, 1918, to the close of the academic year 1917-1918, to enable him to accept the chairmanship of the National Board for Historical Service in Washington, D. C. This Board is a private enterprise, organized by a small group of men who saw the possibility of rendering valuable service to the various departments of the Government. It works in close connection with the National Committee on Public Information under the chairmanship of Mr. Creel, the Carnegie
