Hoit, member of the Committee, were present; also Mrs. Busey, Mrs. Evans, Mr. Taggart, and Miss Watson, members of the Board. President James was present. On request of Mr. Abbott, Miss Watson acted as Clerk. BUDGET ADJUSTMENTS The President of the University submitted the budget of the University for the fiscal year beginning July I, 1917, as approved by the President and filed with the Secretary of the Board of Trustees, with the following statement: This budget has been approved by the action of the Board in approving the minutes of the last meeting, as it is printed on pages 452 to 499 of the minutes for July 31, 1917. Since the final formulation of this budget many resignations have come in from men who have left the University to enter military or industrial service. I have felt constrained to accept these resignations wherever it was at all possible for the University to get along without the men. The result, however, is a badly disorganized condition in several departments, and it will be necessary, owing to the shifting of work, to alter the salary and expense appropriations at many different points in order to make the budget a workable scheme. On motion of Mr. Hoit, it was voted, with the concurrence of the members of the Board who were present, to authorize the President of the University to make such changes in the budget as tto salaries and expense accounts as he may find necessary, provided that the total expense be kept within the total sum appropriated.
