BOARD OF TRUSTEES

MATTERS SUBMITTED BY PRESIDENT JAMES

The Executive Committee proceeded to the consideration of the following matters submitted by the President of the University.

APPROPRIATION BILLS (1) Two proposed bills for presentation to the General Assembly relating to the appropriations for the University for the biennium beginning July 1, 1917. * The first bill asks for six million dollars instead of five million dollars as granted by the last legislature. This will probably mean something in excess of the amount which the mill tax will yield. This bill provides for the running expenses of the institution for two years and for certain very necessary expenditures for the completion and erection of buildings now necessary in the work of the University. This includes, for example, the money necessary to complete the Women's Residence Hall and the building for the School of Education; also the sum necessary to add to the gift of Captain T. J. Smith for the erection of a music building; also the sum necessary to add to the gift of the Honorable William B. McKinle> for the erection of the student infirmary. It includes $250,000 for a clinical building which ought to be erected immediately, and $250,000 for agricultural buildings sorely needed. W e should also complete as soon as possible the Transportation Building, the Locomotive Testing Laboratory, Natural History Hall, add a section to the Commerce Building, and complete Lincoln Hall and the Armory. The second bill relates to a building program calling for an expenditure of ten million dollars, to be extended over a period of ten years, and is intended primarily to call the attention of the Legislature and the people of the state to what ought to be done and to secure a certain sum of money with which to begin the program.

On motion of Mr. Hoit, these recommendations were approved and the President of the University was authorized to secure the introduction of these bills. After full discussion, it was voted to authorize the President of the Board to agree to such modifications in these bills as may be necessary in order to secure the approval of the Legislature.

ROOMS FOR SOCIAL HEAD FOR WOMEN'S RESIDENCE HALL (2) The following statement: The Board has not definitely decided as to the best method of administering the Women's Residence Hall. It is possible to administer this hall by one person who might be called matron, manager, stewardess, or head of the hall. The hall, however, will contain one hundred girls, and the work of looking after the material welfare of so many young women will be of itself sufficient to take up the entire time of a competent woman. T h e service which another woman can render to such a group on the social side of their activhy is sufficient to occupy the full time of another competent
