(19) A letter from Prof. JY M. White concerning a change in equipment of the telephone station, involving an expenditure of $2,000. On motion of Mr. Carr, this matter was referred to President Abbott, with power to act. The vote was as follows: Ayes, President Abbott, Mr. Carr, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Ward, Miss Watson; noes, none; absent, Mr. Blair, Mrs. Busey, Mr. Dunne, Mr. Trevett.

(20) A recommendation from the Dean of the College of Agriculture that $4,425 be transferred from the State Station soil receipts fund to the appropriations for the Department of Horticulture. On motion of Mr. Hoit, this recommendation was concurred in, by the following vote: Ayes, President Abbott, Mr. Carr, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Ward, Miss Watson; noes, none; absent, Mr. Blair, Mrs. Busey, Mr. Dunne, Mr. Trevett.

S T A T U S OF A P P R O P R I A T I O N BILLS.

(21) A statement concerning the status of the University appropriation bills in the General Assembly, with a request for instructions in the matter of presenting an itemized bill. This question was discussed at some length, and it was decided to leave the matter of the form of the appropriation bills to the discretion of the President of the University.

(22) The following statement: In March, 1918, three years from last March, will occur the fiftieth anniversary of the opening of the University of Illinois. In the same year will occur the hundredth anniversary of the admission of Illinois to the Union. It is in iny opinion highly desirable that the University of Illinois should prepare to' celebrate in a w o r t h y way this important anniversary. The institution has grown in these fifty years from a mere project and a mere promise into a great University. The University owes it to its,eif and to the People of Illinois to call attention to what the State has done for the institution, and to what the institution has done for the State. At this time I should like to have the Board of Trustees express its opinion as to whether it is desirable to mark this anniversary by exercises of a fitting kind. If so, I shall ask the Senate to appoint a committee to prepare a general plan for the consideration of the board. It was the opinion of the board that such a celebration should be held. TREASURER'S REPORT. Mr. Hoit presented for the Finance Committee reports of Treasurer M. W. Busey for the quarter ending March 31, 1915, and for the month of April, 1915, up to the time of transfer of funds to Treasurer H. S. Capron. These reports were received for record.
