On motion of Superintendent Blair, the president of the board was directed to ascertain the legality of the procedure of the board in this matter.

L E A V E OF A B S E N C E FOR PROFESSORS F A I R L I E A N D DODD.

(12) The following recommendations from Dr. Kendric C. Babcock, Dean of the College of Liberal Arts and Sciences: 1. That the leave of absence granted to Professor J. A. Fairlie of the Department of Political Science be extended to include the first semester of the academic year 1914-15, without salary, to enable Professor Fairlie to continue his work as director of the Legislative Committee on Economy and Efficiency. 2. That leave of absence be granted to Dr. W. F . Dodd, Assistant Professor of Political Science, for the second semester of the academic year 1914-15, without salary, to enable Professor Dodd to continue work on a book, the completion of which requires his presence in Washington. On the recommendation of President James and on motion of Superintendent Blair, the President of the University was authorized to grant leave of absence to Professors Fairlie and Dodd as requested.

(13) A communication from Dr. T. DeVries, presenting a petition, signed by fifteen hundred men and women, Dutch-Americans, or of Dutch-American descent, requesting the establishment in the University of a chair in Dutch literature, history and art. On the recommendation of President James and on motion of Dr. Montgomery, this communication was received to be filed.

A P P R O P R I A T I O N OF D E P A R T M E N T A L RECEIPTS.

(14) A recommendation that the income from fees charged in the various departments of the University, and from sales of products or services in the various departments, may be credited to the appropriations for the various departments upon the approval of the President of the University. On motion of Mrs. Evans, this recommendation was approved.

(15) A request from Dr. Eugene Davenport, Dean of the College of Agriculture, for the appointment of Mr. I r a D. Allison as Assistant in Horticulture, a t a salary of one hundred fifty dollars ($150) a month. On the recommendation of President James and on motion of Superintendent Blair, the President of the University was authorized to appoint Mr. Allison as recommended. The vote was as follows: Ayes, Mr^ Abbott, Mr. Blair, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Trevett, Miss Watson; noes, none; absent, Mr. Dunne, Mr. Meeker, Mr. Moore.

PROMOTION OF ASSISTANT PROFESSOR H. F. MOORE.

(16) A recommendation from Professor A. N. Talbot, endorsed by the Dean of the College of Engineering, that Assistant Professor Herbert Fisher Moore be appointed Professor of Engineering Materials in the Engineering Experiment Station, in the Department of Theoretical and Applied Mechanics, at a salary of three thousand dollars ($3,000) a year, beginning September 1, 1914. On the recommendation of President James and on motion of Superintendent Blair, the President of the University was authorized to make this appointment. The vote was as follows: Ayes, Mr. Abbott, Mr. Blair, Mrs. Busey, Mrs. Evans, Mrs. Henrotin, Mr. Hoit, Mr. Montgomery, Mr. Trevett, Miss Watson; noes, none; absent, Mr. Dunne, Mr. Meeker, Mr. Moore.

(17) A request for the approval of the action of the President of the University in offering in the summer session certain courses for teachers of physical training and coaches of athletic teams. The courses in question are to be offered by Director G. A. Huff, Coach R. C. Zuppke, Coach R. R. Jones, and Coach H. L.
