"3. That this proposed training, experimental and observational school be so- organized as: to resemble the typical high school as closely as possible, and Iherefore (a) that no more than one-half (%) of the pupils be above the following ages—sixteen (16) in the; first year, seventeen (17) in the second year, eighteen (18) in the third year, and nineteen (19) in >the fourth year;^(b) that all subjects taught in the school be of recognized secondary grade; (c) that the school offer all ordinary high school courses; (d) that University students be not enrolled as pupils in'the school. "4. That the enrollment in the : proposed practice school be on" the basis pT not more than ten (10) pupils for every; University student engaged in practice teaching" during either semester, provided that under the operation of this rule the total number shall not be permitted to fall below one hundred and* fifty (150)r, and that variations from the proposed assignment be granted, with the permission of the Council of Administration, when necessary to safeguard the interests of the pupils already enrolled. "5. That for the purpose of safeguarding the interests of the pupils enrolled (a) practice teaching be strictly limited to University students of senior or graduate' standing; (b) that no student be enrolled in practice teaching courses without the approval of the Department of Education, and the endorsement of the head of the University department representing the subject which the candidate proposes to teach; (c) that no more than onehalf of the class work of any pupil of the school be at'any time in charge of the student in training. . "6. That in order that the administration of the training school be consistent with the general policy of the University (a) that the principal of the-training school and supervisors of teaching be appointees in the Department of Education, with appropriate University rank; (b) that the work of the principal and the supervisors be to conduct investigations and to train University students in the art of secondary teaching; (c) that teachers in the secondary school employed for the mere teaching of school subjects of the former type be not accorded University rank; (d) that to promote economy and uniformity of administration the director of the~ School of ^Education with the consent of the head of the University department involved* may recommend as supervisors members of the various departments of their teachers' courses, it being understood that any services which such appointees may render as supervisors be under the charge of the director of the School of Education, and that the work done by students under the direction of the supervisor shall count for credit only in education. "7. That a tuition fee of twenty-five (25) dollars a semester be charged each pupil. "8. That recommendations two (2) to seven (7) inclusive become effective September, 1912." Each section of the report was considered and adopted, and the report as a whole was then adopted.

The recommendation of the president was approved. RETURN OP PAPERS IN ESCROW.

6. Under the contract between, the University and the College of Physicians and Surgeons certain papers were put in escrow in the hands of the Secretary of State. As a new agreement between the University and the College of Physicians and Surgeons was approved by the Board of Trustees at this meeting, to date from Sept. i, 1910, under which all previous agreements are abrogated, I recommend that the officers of the board be authorized to take the necessary steps in cooperation with the officers of the College of Physicians and Surgeons, to obtain the papers in escrow in the hands of the Secretary of State, and make such disposition of the same as may seem proper. Voted that said recommendation be approved.
