This inspection was made last July, and reported on July 16th. Copies of this report were furnished the superintendent of buildings and the supervising architect, but through an oversight it was not reported to the board. I therefore, attach hereto a copy of the fire inspector's report. The report, which covers nine typewritten pages, states that a great improvement has been made in the condition of the property since the date of a previous inspection made in December, 1907, but that some of the conditions are still unsatisfactory. Many of the defects pointed out have since been corrected by the supervising architect, but others which would necessitate a large expenditure of money are still held in abeyance. ' In the report of inspection of December 10th, the inspector recommended that the University procure a properly equipped conveyance to quickly transport the fire company with their equipment in response to a fire alarm. The inspector in his July report more strongly emphasizes the necessity of having such a conveyance, and on the occasion of the fire in October in the University hall the very great necessity for this equipment was made manifest. In view of the strong recommendations of the fire inspector and by the demonstration of the necessity for this apparatus, I consider, that to further defer action on this important matter cannot be justified. I, therefore, recommend that the Building and Grounds Committee be directed to report at the next meeting upon the most desirable type of vehicle, kind and amount of equipment for the purpose. The two inspections of our buildings, which have been made by a disinterested inspector, has resulted in greatly improving the conditions which heretofore existed, and as* the expense of these inspections is comparatively small, I rcommend that the chairman of the Building and Grounds Committee be authorized to have another inspection made* at as early a date as is practicable, and I further recommend that $50.00 be appropriated to defray the expense of this inspection. S T U D E N T S ' F E E S FOR LABORATORY S U P P L I E S .

Dr. Burrill made the following report with regard to students' fees for laboratory material furnished them, and the report was approved on motion of Mr. L e h m a n :

UBBANA, II*L., Dec. 7, 1908.

To the Board of Trustees of the University of Illinois: At the meeting of the board on July 3, 1908, (p. 567), a list of fees for laboratory materials to take the place of the deposits before required was authorized. This list when made out by the council of administration was to be approved by the Committee on Finance of the Board. The list so made and so approved was. put into use at the beginning of the present semester. Later, it was- found that no provision had been made for rebates, and that thtre were in some circumstances proper calls for them. The council of administration, therefore, took action upon the subject as follows: "In case a student withdraws from a course or from a college during the first ten days of instruction as scheduled, the total amount of his fees for the work dropped shall be refunded; after ten days and before the middle of the semester, a rebate of one-half of the fees shall be made; and after the middle of the semester no rebate shall be allowed." Since it seemed to be necessary, action according to this provision has been taken several times during the semester, but it is desirable that the whole matter be presented to the Board of Trustees for their information and for such action as may seem to them wise.
