3. That the head of the department be given an opportunity to study with some care the requirements of the mining interests of the State before attempting to formulate a course in mining engineering. 4. That the course in mining engineering be made up of specialized subjects, to be administered by the mining engineering staff, and of subjects already offered by the several colleges of the University. In explanation of these recommendations, I would say that if this general outline is approved, it will be my plan to announce at an early date the purpose of the trustees to establish a department of mining engineering, to define in general terms its scope, and to proceed with the several steps as rapidly as may be practicable, but with the understanding that a complete statement concerning courses might not become effective before the beginning of the second semester of the next school year.
