with our biological station equipment, now located at Havana. I t is my purpose to make a general study of t h e Illinois river and its dependent waters from the economic standpoint as an item in the n a t u r a l resources of the State, with a view to d e m o n s t r a t i n g its value as a piece of n a t u r a l property and determining the m e a n s of its maintenance and improvement, and especially showing the necessity of a protection of t h e s t r e a m against injurious pollutions which now t h r e a t e n it seriously, owing to t h e establishment of large m a n u f a c t u r i n g plants upon its course. The forestry work is strongly endorsed and supported by the S t a t e Coal Operator's Association, and by t h e State H o r t i c u l t u r a l Society. T h e river work is cordially approved by t h e Governor, and I a m also assured of all possible assistance from t h e State P i s h Commission. The census work on the birds of the State h a s a t t r a c t e d wide a t t e n t i o n t h r o u g h o u t t h e country, and has called forth m a n y expressions of interest a n d approval w i t h i n the State. ' • The principal publications of t h e year have been a second r e p o r t on the p l a n k t o n of t h e Illinois river, by Dr. Kofoid, and a r e p o r t on t h e fishes of the State by Mr. R i c h a r d s o n and myself, t h e first a volume of 360 pages of text, tables a n d plates, a n d t h e second containing 131 pages of introductory m a t t e r , 357 pages of text and figures, and 60 plates—41 of which are colored. This work on Illinois fishes h a s been received w i t h enthusiastic approval both by ichthyological specialists and by persons interested in fishing a n d fisheries w i t h i n the State. I have found it difficult indeed to protect t h e edition against a n i n d i s c r i m i n a t e call from individuals. Two thousand copies were printed and bound by t h e State Board of Contracts without expense to the State Laboratory appropriations except for illustrations. It is my i n t e n t i o n next to p r e p a r e a* similar volume on t h e entomology of t h e State, which shall b r i n g into one r e p o r t t h e more i m p o r t a n t entomological m a t t e r of economic and educational value now widely scattered t h r o u g h miscellaneous reports, most of which a r e out of p r i n t . I intend to illustrate t h i s volume fully w i t h colored plates, and hope to m a k e it in every way equal, if not superior, in usefulness and attractiveness to our report on Illinois fishes. I have no p r e s e n t recommendations to m a k e w i t h reference to changes, appointments, or salaries for the coming year, b u t shall have to a s k authority from t h e trustees to m a k e such a r r a n g e m e n t s for the s u m m e r w o r k as are necessary and feasible w i t h i n our appropriations. To the Board of Trustees of the University of Illinois: Your Committee on Buildings and Grounds held a m e e t i n g a t the University July 10, 1909, a t which all members were present. The special business for t h e meeting was the consideration of sites for the new University hall, the boiler house, which had been referred to t h i s committee by t h e board for recommendation, and the consideration of t h e repair budget, a m o u n t i n g to $15,865, which h a d been referred w i t h power. The following motion with r e g a r d to the location of University hall was carried: T h a t the committee recommend a site south of t h e W o m a n ' s building. The following motion was passed with regard to t h e location of t h e boiler house: T h a t t h e committee recommend t h e site between t h e Mechanical Engineering Laboratory a n d t h e Illinois Traction Company's rightof-way. The following action was t a k e n upon the general r e p a i r budget: The repairs upon the Agricultural buildings, a m o u n t i n g in all to $1,660, were approved, subject to t h e i r being paid out of Agricultural College funds.
