It is understood that the Supervising Architect of the University will himself supervise the construction work and pass on and decide all matters of minor detail, and will approve contractors' bills for payment, but that in any emergency which may arise or in matters pertaining to more important changes in design the University will consult with you, for which consultations you are to be paid a reasonable fee. With regard to the proposition to erect a Museum and Lecture Building in the court of the Natural History building (see p. 95 of the minutes of the meeting of Jan. 15, 1909) the following resolution was adopted: Resolved, That we approve a system of direct radiation for heating the building, approximately in accordance with the first plans prepared by the State Architect. That we approve the plans submitted by the Supervising Architect for ventilating the building and instruct that bids be obtained upon them; also that a separate figure be received on the ducts which must be built into the walls. Also that the architect be instructed to prepare plans, specifications, and receive bids on the proposed building in the court of the Natural History building, and that he be paid not to exceed two per cent on the cost for his services. Committee on Buildings and Grounds. The Executive Committee also presented the following report, which was received for record:

URBANA, March 9, 1909.

To the Board of Trustees of the University of Illinois: Your Executive Committee begs leave to report that at a meeting held at the Palmer House in Chicago, Friday, Jan. 15, 1909, action was taken as follows upon recommendations presented by President James: 1. f A recommendation that Mr. Phineas Lawrence Windsor, librarian at the University of Texas, Austin, Texas, be appointed University librarian and director of the Library School at a salary of $3,000 per annum. Voted that the recommendation be approved and said appointment be made, work and salary to begin when Mr. Windsor reports for duty. 2. A recommendation from the President that the graduate faculty be authorized to make the same announcement with regard to fellowships and scholarships for the coming year as was made for the present year, as to number, amount, etc. Eecommendation approved. Your committee also reports that, since Mr. W. Carbys Zimmerman, who has been engaged as consulting architect for the new buildings, has stipulated that it shall not be his duty to issue certificates to contractors engaged •on these buildings, it has, therefore, authorized Supervising Architect James M. White to make estimates of work completed and issue certificates to •contractors therefor. Your committee also reports that in response to a letter from Dr. S. A. Forbes, director of the State Laboratory of Natural History, in which he referred to volume three of the Natural History Survey, and asked authority to distribute the edition of two thousand volumes comprising the report referred to, and made recommendation as to. how it should be done, and asked whether the entire report be sent out gratuitously or a portion offered
