6. T h a t t h e s u m of $20,000.00, or so much thereof as m a y be necessary be assigned for t h e academic year 1907-08 for t h e establishment of fellowships a n d scholarships: in the g r a d u a t e school. T h e president of the University may appoint such persons to said fellowships and scholarships as m a y be recommended therefor by t h e executive faculty of the g r a d u a t e school. V o t e d t h a t said r e c o m m e n d a t i o n s be a d o p t e d . 5. I submit h e r e w i t h the resignation of Professor Charles C. Pickett as professor of law in t h e University of Illinois, to t a k e effect August 30, 1907. • .

Voted to accept said resignation.

6. I n o m i n a t e Professor B a r r y Gilbert of t h e State University of Iowa, as professor of law in t h e University of Illinois a t a salary of $2,000.00 per a n n u m , work and salary to begin September 1, 1907.

Voted that said appointment be made.

RECOMMENDATIONS OF SENATE IN R E T H E SCHOOL OP EDUCATION. 7. At a meeting of t h e University Senate held J u n e 8th t h e following report of t h e committee on the development of t h e D e p a r t m e n t of Education was approved as a recommendation to t h e Board of T r u s t e e s : 1. T h a t a professional degree in education or pedagogy. be established by t h e University. (Adopted by t h e Senate J u n e 3d.) 2. T h a t t h e - c o u r s e leading u p to t h i s degree be a t least one h u n d r e d t h i r t y semester hours. (Adopted by t h e Senate J u n e 3M.) 3. T h a t admission to t h e course be t h e same as for admission to t h e College of L i t e r a t u r e and Arts, or t h e College of Science, provided t h a t at least two u n i t s of foreign language be required. (Adopted by t h e Senate J u n e 3d.) 4. T h a t t h e degree granted on completion of t h e course be Bachelor of Science in Education. 5.""' T h a t t h e faculty of t h e school be composed of t h e following: a. Appointees in t h e Department of Education, which s h a l l be administratively a - d e p a r t m e n t of the School of Education. b. Of members of other departments of the University assigned to t h e faculty of t h e School of Education, these a s s i g n m e n t s to be made by the director of t h e School of Education, t h e heads of t h e d e p a r t m e n t s and college deans concerned, upon nominations made by heads of departments, and the approval of the president. 6. T h a t the certificate of qualification to teach be w i t h d r a w n 7. That, practice work be established as it best m a y be u n d e r our .conditions. 8. T h a t such appointments be made in the D e p a r t m e n t of Education and elsewhere a s in t h e j u d g m e n t of t h e president and director of the School of Education are necessary to carry out t h e plan here submitted. 9. T h a t the policy of t h e University with reference to the work of the School of Education be unequivocally declared and emphasized in each issue of the University catalog, with regard to these two p o i n t s : a. T h a t scholarship in t h e p r e p a r a t i o n of t e a c h e r s is of p r i m a r y importance. b. T h a t s t u d e n t s be encouraged t o enroll in one of t h e u n d e r g r a d u a t e colleges in addition to t h e School of Education, and get both bachelors' degrees. 10.
