The third act appropriates to the University of Illinois the money granted by the acts of Congress approved August 30, 1890, and March 4, 1907. The fifth act, a copy of which I have not received, appropriated in the form in which it reached the Governor, the sum of $550,000.00 for the erection of buildings on the campus at Urbana. I understand that the sum $250,000.00 for the physics laboratory was approved, and the sum of $150,000.00 for the addition to Natural History Hall. The bill appropriating the sum of $386,000.00 for the housing of the medical school passed both Houses, but was vetoed by the Governor. 2. Recommendation in regard to choosing architect for the physics laboratory and the addition to the Natural History Building.

Voted to refer to the Buildings and Grounds Committee for report.

3. Recommendation that Mr. F. K. W. Drury be appointed acting librarian for the coming year with the rank of Assistant Professor, at a salary of $1,600.00. .

Voted that said appointment be made.

RECOMMENDATIONS CONCERNING THE GRADUATE SCHOOL. 4. I submit the following recommendations relating to the organization of the graduate school. 1. That provision" be made as rapidly as practicable in the various departments of instruction organized in the University so that the University may properly offer the advanced degrees of master and doctor in as man^ departments as possible. 2. That for the present the following subjects be accepted as majors for the degree of doctor of philosophy on terms prescribed by the executive faculty of the graduate school, namely: Agriculture • Modern Languages Botany Ancient Languages Chemistry History Economics Mathematics Engineering Physics English Zoology 3. That the following subjects, in addition to those named in the list given under II, be accepted for the present as minors for the degree of docto,? of philosophy, namely: Astronomy Household Science Geology Education Philosophy Politics Physiology Psychology 4.. That all the subjects accepted as minors for the degree of .doctor of philosophy be accepted as majors for the master's degree.. 5. The faculty of the graduate school shall consist of instructors who offer courses accepted for advance degrees. The executive faculty of the graduate school shall consist of the dean of the graduate school and one professor representing each of the departments of instruction offering subjects accepted as majors for the doctor's degree, said professor to be appointed for one year by the president of the University.The recommendations for advanced degrees shall be made to the Senate of the University by the executive faculty of the graduate school. The executive faculty of the graduate school shall determine what courses shall be accepted as qualifying for the advanced degrees. The dean and the executive faculty of the graduate school shall have the same authority in all matters pertaining to the graduate school as is exercised by the dean and faculty of other school and colleges.
