I am unable to see how any liability can attach to the University or any of its officers engaged in the proposed experiments under the 'Pledge of the Subjects of the Hygienic Table' as framed with the changes suggested by me. As I said to you, however, the precaution should be exercised of notifying each subject of the particular material on which the test is to be made in the food used. The precaution should be taken, also, of ascertaining that the subject is above the age of 21 years. If some one under the age of 21 years desires to become a subject, the pledge of his parents or guardian should be obtained. Respectfully submitted,

PLEDGE OF T H E SUBJECTS OF T H E HYGIENIC TABLE.

I hereby agree, on my honor, to follow implicitly the rules and regulations governing the hygienic table of the laboratory of 'Physiological Chemistry of the University of Illinois, during the time that I am a member thereof. I agree, during my attendance at the table of observation, to use no other food or drink than that which is provided for me, with the exception 'of water, and that any water not used at the table will be measured and reported daily as a part of the ration. I further agree that I will continue to be a member of the hygienic table for a period of at least 12 months from . .^ , unless prevented by some illness, accident, or unavoidable absence. I agree to continue the regular habits of my life, to indulge in no unusual excess of labor or exercise, and if tobacco be used it shall be used at such times and in such amounts as will be agreed upon between myself and the chief of the Laboratory of Physiological Chemistry. I further agree, in consideration of the board, lodging, and $100 to be paid to me by the University of Illinois during the 12 months I shall continue as a member of the hygienic table, that I will not hold the University of Illinois, nor any person connected therewith or connected with the Commission for the Study of Problems Relating to Human Nutrition—appointed by the University of Illinois, responsible for any illness or accident that may occur by reason of my following the rules and regulations governing said hygienic table. Further it is understood that the object of the tests to be made in this connection is to determine the influence on1 the health of man of meat products cured by or containing saltpetre. Further, I hereby solemnly state that there is not at present and that there will not be during my connection with this hygienic table, any one dependent upon or supported by me, in any way, shape, or form. : (Signature of the Subject) (Signature of Parents) (In case subject is under 21.)

T h e t i m e h a s arrived, in m y opinion, w h e n t h e i n t e r e s t s of t h e University d e m a n d a considerable s h a r e of t h e t i m e a n d a t t e n t i o n of a c o m p e t e n t a r c h i t e c t in t h e w o r k of supervising- a n d keeping- u p t o date t h e buildings a n d p e r m a n e n t p l a n t of t h e University. I recommend, therefore^ t h a t t h e position of Supervising Architect be created in t h e University w i t h t h e following- duties: H e shall be custodian in g e n e r a l of all t h e University building's and o t h e r s t r u c t u r e s above and u n d e r g r o u n d , including- fire a l a r m s and fire protection a p p a r a t u s , sub-ways, t u n n e l s , electric w i r i n g , conduit, all steam, w a t e r , gas, a n d compressed air pipes, all l i g h t posts, etc., etc. He shall m a k e r e g u l a r inspections a n d r e p o r t to t h e p r e s i d e n t of t h e University a t least once every q u a r t e r u p o n t h e s t r u c t u r a l a n d s a n i t a r y conditions of t h e b u i l d i n g s a n d o t h e r s t r u c t u r e s b e l o n g i n g to t h e University; a n d shall m a k e recommendations from t i m e to t i m e as to r e p a i r s a n d i m p r o v e m e n t s . Upon t h e r e q u e s t of t h e p r e s i d e n t of t h e University h e shall e x a m i n e a n d r e p o r t a t a n y time u p o n any subject r e l a t i n g t o said b u i l d i n g s or s t r u c t u r e s . * No a l t e r a t i o n shall be m a d e in a n y of t h e b u i l d i n g s or other" s t r u c t u r e s of t h e University or in t h e fixtures p e r t a i n i n g t o t h e same w i t h o u t a w r i t t e n p e r m i t from t h e office of said supervising a r c h i t e c t specifying exactly w h a t may be done a n d t h e m a n n e r in w h i c h i t s h a l l be done.
