DEAR SIR—I have your favor of the 20th instant, in relation to the action of the Board of Trustees of the University of Illinois, respecting the application of J. A. B. Hossack, who has applied to become a certified public accountant, under the Act of 1903, authorizing examinations and the issuing of certificates of that character. In my opinion, whether one is entitled to have a certificate granted to him under the provisions of the statute authorizing a waiver upon proof of five years' experience as public accountant prior to the passage of the Act, is a question for the determination of the board and where they honestly determine that question, upon the best evidence submitted to them, or upon such evidence as they are able to secure under reasonable rules adopted by them, their determination is final and conclusive. I am also of the opinion that where an application is denied, the one who has failed to pass the examination is not entitled to the return of his examination fee. The questions prepared by the board of examiners do not become the property of applicants but may be.retained by the board and disposed of in such manner as they see fit. Very truly yours,

Afternoon Session, March 14, 1905. When the Board met after the recess the same members were present as in the mqrning with the exception of Messrs. Barber and McKinley.

TREASURER'S REPORT.

The treasurer's report for the quarter ending Dec. 31, 1904, was presented by the secretary and referred to the Finance Committee.
