13. I transmit a communication from Professor Forbes touching appropriations for the State Laboratory of Natural History and the State Entomologist, and also referring to future action of the Board in relation to the Laboratory. The suggestions made have my general approval, but I advise that Professor Forbes be invited to appear before the Board that the whole matter may be fully discussed. I t was voted t h a t Professor F o r b e s be invited to a p p e a r before t h e Board at 3 o'clock in the afternoon. 14. At the June meeting of the Board a Mr. Kiotz, of Cornell Law School, was appointed to a fellowship in our School of Law, with the understanding that he should carry the work in domestic relations and perhaps one other light course. When the time came he declined the position, although he had previously accepted it. This creates the necessity for some additional assistance during the winter and spring terms. The faculty of the School of Law is carrying all the work it well can. Some adjustment will have to be made about the matter. Professor Tooke might do the work, but he has about all he can do, and if he is asked to do this it will be but reasonable that some special compensation be made to him. I recommend that the President be authorized to arrange the matter as he shall find best, and that the sum of :$200 be appropriated to meet any expense involved. R e c o m m e n d a t i o n approved a n d a p p r o p r i a t i o n m a d e on motion of Mr. S m i t h . 15. Miss Agnes Cook, an instructor in the department of rhetoric, has been ill for several weeks. Although now recovering, she is unable to reenter upon her work and is likely to be so for some weeks to come. Miss Bertha Pillsbury is filling the place temporarily and acceptably. Leave of absence for Miss Cook, without pay, is asked and the approval of the employment of Miss Pillsbury to carry her work is recommended. L e a v e of absence g r a n t e d a n d r e c o m m e n d a t i o n adopted. 16. I transmit a communication from several professors in the University, respecting the pavement of Mathews avenue on the east side of the University campus, from Green street to California avenue. It is said that a majority of the individual property owners interested are in favor of the improvement, and the city desires to know the wishes of the University in the matter. I Tecommend that the city be advised that the University favors the improvement, and that, if an ordinance be passed to do the work, the University will apply for an appropriation to cover its share of the expense.

Recommendation adopted.

17. I present herewith a letter from the Dean of the College ©f Agriculture, concerning university membership in stock breeders' associations with a view -to greater economy in securing the registering of our own stock, and also with a view to securing their publications free of cost. I recommend that the Dean be authorized to take such membership in three of the associations on behalf of the University, and that the expense be paid from the fund appropriated for incidental expenses of the College of Agriculture. The same communication states that the rent is due on lands in southern Illinois leased for experimental purposes. The amount is $35. I recommend that an appropriation be made to cover this amount.
