To the Board of Trustees of the University of Illinois. Your Committee on Instruction begs leave to report advising that the recommendations of President Draper with regard to the Physics and Electrical Engineering Department (see page 257) be approved, with the exception that he be requested to make a serious effort to bring Professor Swenson inta more satisfactory relations with his associates in his department, and that he terminate Professor Swensqn's connection with the University of Illinois unless satisfied that it is practicable to accomplish that result. To the Board of Trustees of the University of Illinois. Your Committee on Instruction begs leave to offer the following resolution and to recommend its adoption: WHEREAS, It is found to be the custom in state universities of the adjoining states to grant honorary degrees, therefore be it Resolved, That it is the sense of this Board that honorary degrees be given,, but only upon rare occasions for exceptionally high merit in literary r scientific,, and other educational work, and upon a three-fourths vote of both the Faculty and Board of Trustees.
