GENTLEMEN: Your Committee on Finance recommends that the Treasurer be instructed to transfer to the endowment fund $5,009 of the Kankakee County bonds held as part of the general fund, reimbursing the general fund therefor by transferring- $5,000 cash from the endowment fund to the general fund. Spalding-, which, report is made a part of this report, and finds the following balances on hand Nov.. 30, 1894:

Your Committee recommends that the Treasurer be requested to invest immediately of the above balance of the endowment fund not less than $20,000 in good and sufficient lawful bonds, and that any premium necessary to the purchase of said bonds be paid out of current funds not otherwise appropriated; provided, however, that the bonds shall not cost such a sum as to net less than 4 per cent, interest.
