The attention of the Board is drawn to the fact that expenditures are made under the state appropriation for a library building*, and from the balance $5,000 for the Engineering College which have not been received from the state. This condition will complicate our accounts badly, within a short time. The Board is requested to authorize the employment, in the business office •of a clerk, to give nis full time, at a salary of $45 per month. Respectfully submitted,

Footings of exterior walls to be of dimension stone, laid in cement; footings of interior walls and of columns to be of fine hard brick, laid in -cement.
