B u l l a r d , t h e S e c r e t a r y was i n s t r u c t e d to write t h e G a r v i n M a c h i n e Co. t h a t t h i s B o a r d does n o t c o n s i d e r t h e p a p e r s p r e s e n t e d b y t h e c o m p a n y sufficient t o establish a claim against t h e U n i v e r s i t y . O n motion of M r M o r g a n t h e following resolutions were a d o p t e d : Resolved, That the architects of the library building are hereby instructed to construct the tower of the building in a manner to enable the hanging of a suitable chime of bells in the tower of the same. Andlbe it further Resolved, That the Trustees of the University shall establish in the tower a •chime of bells in the name of the first reputable citizen of the State of Illinois who shall deposit with them, as a donation, a sum of money sufficient to purchase a chime of bells satisfactory to the Trustees. UTILES GOVERNING THE TRANSACTION OF BUSINESS, THE KEEPING OF ACCOUNTS AND THE CUSTODY OF FUNDS OF THE UNIVERSITY OF ILLINOIS.

The following rules are adopted for the observance of officers charged with the management of the business, the keeping of the accounts, and the custody of the moneys of the University, and shall apply to the affairs of the Agricultural Experiment Station and of the State Laboratory of Natural History, as well as the affairs of the University, except that the accounts of the Experiment Station and of the State Laboratory shall be kept in separate books, and that in the transaction of the business of the Experiment Station the action of the Board of Direction of the Station shall be accepted for that of the Board -of Trustees of the University when within the scope of the delegated powers ^conferred upon the Board of Direction and pursuant to appropriations made by the Board of Trustees.
