T h e special c o m m i t t e e a p p o i n t e d to draft resolutions c o n c e r n i n g M r . F . M . M c K a y ' s services as a m e m b e r of t h e B o a r d of T r u s t e e s , m a d e t h e following report, w h i c h was a d o p t e d :

URBANA, ILLINOIS, June 13, 1895.

To the Board of Trustees of the University of Illinois: GENTLEMEN:—Your special committee offers the following report with regard to Mr. F. M. McKay: Mr. F . M. McKay was appointed a member of the Board of Trustees by Governor Oglesby in 1884, and at the end of that term was elected by the people of the state for a term of six years. During his ten years' connection with the Board he has been a regular attendant upon its meetings, entering into all its affairs with energy and enthusiasm. He came into the Board with a high ideal of what the University should do for the people of the state in the cause of higher education, and maintained throughout his official relation with the Board earnest and successful prosecution of his views as to the work of the University. As Chairman of the Committee on Instruction much credit is due him in raising the standard of instruction and broadening the scope of the University courses. In view of these facts we recommend the passage of the following resolution: Besolved, That in recognition of the distinguished service which Mr. F . M. McKay has rendered to the University and the cause of higher education, as a Trustee of the University of Illinois, we respectfully recommend that the Faculty of the University present his name at the commencement of 1896 for the degree of master of arts.
