On motion of Mr. McLean, a p p r o p r i a t i o n s were made for t h e University expenses for the next six m o n t h s as follows, in accordance with the estimates of t h e Business Agent:

On motion of Mr. McLean, it was voted t h a t all moneys which may be received from the United States t h r o u g h the S t a t e Treasurer, p u r s u a n t t o the provisions of the Morrill college aid act, be administered as a special fund, distinct from all other moneys in the University treasury; and t h a t all moneys paid o u t of this fund be paid p u r s u a n t t o distinct appropriations therefrom, which shall so clearly specify the purposes for which the moneys are t o be used, as t o show t h a t t h e y conform strictly t o the requirements of the act of congress under which the money comes t o the University. On motion of Mr. McKay, t h e first installment of t h e college aid fund was assigned as follows:

Salaries Electric laboratory Mechanical laboratory Chemical laboratory Civil engineering Botany and physiology Natural history collections .

On motion of Mr. McLean, the Business Agent and Professors Palmer and P a r r were authorized t o procure bids for a p p a r a t u s a n d supplies t o be imported for t h e chemical l a b o r a t o r y , and t o contract for the same upon a satisfactory bid—the t o t a l expenditure t o be limited t o $1,200. The Eegent s t a t e d t h a t it was only within a few days t h a t affairs had assumed such a shape t h a t he could, in compliance with the order of the special committee on instructors, as set forth in its r e p o r t [See p. 6 8 ] , conclude the a p p o i n t m e n t of Professor C. M. Moss t o the chair of Greek; and t h a t in deference t o the Board, which was so soon t o meet, action h a d been delayed.
